- The Naval Medical Logistics Command (NMLC) intends to award a sole source contract under the authority of FAR 6.302-1 to the Heska Corporation (Heska); Loveland, CO, 80538-7084, for the delivery of reagents and disposable products for use on the DriChem 7000 Chemistry and HemaTrue CBC machines for use in combat casualty and operational medicine research protocols in support of the Naval Medical Research Unit San Antonio (NAMRU-SA), Fort Sam Houston, TX. To support this research, this acquisition requires the delivery of up to 50 Comprehensive Panel 6 Panel Carton, 50 packs lithium heparin tubes (1.5ml), 50 packs of plain tubes (0.5ml),10 Auto Tips, 12 Heska Chemistry Control Kits, 60 Hema True Diluent Solution (4 x 1.9L), 30 HemaTrue Lysing Reagent (1.9L), and 30 HemaTrue Enxymatic Cleaner (1.9ml), 6 HemaTrue CBC Diff Control Vials (six 4.5 vials per pack), 10 Heska Veterinary Hematology System Cleaning Kits, and 15 Microcapillary Tubes. The estimated period of performance will be a 12-month base period with four, 12-month option years. Heska is the only vendor that manufacturers and distributes supplies and reagents for Heska hematology machines required in the research protocols. This will ensure the scientific data generated is consistently run on the same devices, which is critical when comparing results within a protocol. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 3:00 PM Local Time, 2 September 2015.
