Description

This is a sources sought announcement only. It is neither a solicitation announcement nor a request for proposals or quotes and shall not obligate the Government to award a contract. The purpose of this Sources Sought Announcement is for market research to gain knowledge of potential qualified sources interested and capable of fulfilling the contract. GENERAL INFORMATION The Providence VAMC is investigating the purchase of a management system for our research projects. The requirement is for a fully integrated system that supports the oversight of our research portfolio, including all of the review processes, authorities and approvals, and all supporting documents through the use of various Modules and related application hosting and training. The following are the minimum salient characteristics that must be met: The system must be capable of changes to business practices, policies, and procedures, as well as form and field requirements, by user interface controls that are not dependent on vendor modifications. Specifically the management system must not embed business logic but instead supply a system where these rules can be set through the user interface. System Requirements "Access via standard Internet and Intranet through Windows, Mac or UNIX computers with browsers "Secure system using HTTPS. "Separation of User Interface from business logic "Operates on common commercial databases (Oracle, Microsoft SQL Server) "Configurable wizard forms and workflows. "Staff designed forms and workflows. Module Salient Characteristics "Electronic submission process - Fill out, attach, accept and forward forms to the appropriate review board(s) "Electronically create and modify review board documents "Online view/review of submitted documents "Correspond directly between researchers and committees electronically "Meetings - Set meeting agenda, votes, notification letters and electronically archive all meeting minutes. "Merge member's comments, recommendations and stipulations into electronic minutes "Capture votes electronically "Record attendance at meetings Institutional Review Board (IRB) Manage all aspects of our IRB review boards. Institutional Animal Care And Use Committee "Veterans Affairs (VA) compliant "Extract and submit project details to the VA Central Office as mandated "Study Personnel Training and License Validations Institutional Biosafety Committee Electronic biosafety research reporting. Conflict Of Interest Manages our annual disclosure reviews and submission specific disclosures. R&D Committee Comprehensive electronic research project management. Delivery and Place of Performance: Providence VAMC 830 Chalkstone Ave Research Service (151) Providence RI 02908-4734 REQUESTED INFORMATION: Submit a brief description of the proposed system. Any experience in performing these services to the VA or other government agencies should be included.
