- Questions/Answers for Solicitation Number VA249-15-Q-0672 Question: In Section D, it states 'The deliverables to the VAMC include 4 sets of hard copy binders, with each binder containing the following information from a single building ¦' In Section G, it states 'The contractor will provide for (4) hard copies of the completed inventory binders (one per building) per above, along with one (2) electronic copy as an editable CD excel workbook, including photos and drawings, with each building having its own Excel worksheet.' In section 1.2 Survey Report it states, 'The contractor shall provide a minimum of one (1) original, five (5) bound hard copies, and one (1) electronic (CD ROM) in PDF format, plus all Excel or Access data tables and CAD drawings, of the comprehensive survey report.'. There are 8 buildings and if there are 4 hard copies binders and 1 binder is needed per building, then we'd be submitting 32 binders? It is unclear how many hard copies need to be submitted. Answer: Provide 4 binders with all documentation. Question: In section 2, Past Asbestos Surveys, it states 'Any existing asbestos surveys provided in the past are considered to be obsolete/void and shall be used 'FOR REFERENCE ONLY' AND SHALL NOT BE A PART OF THIS NEW Inventory/Survey. Re-sampling of the material reference to the existing asbestos surveys shall be required.' In Section 8 Additional Requirements, number 3 states 'The contractor shall use previous data and assessments performed to reduce survey time and effort. All information from previous survey assessments shall be incorporated into the database system using MS Excel or MS Access.' Is this survey re-verifying the previous data have or is it a brand new survey? Using previous data would make it a reverification survey rather than a brand new survey. Answer: Reverification of previously identified areas and new survey of areas not tested or inspected previously Question: Is there already an O&M plan in place or is the contracting creating a brand new one? Answer: Creating a brand new one Question: In Section 8 Additional Requirements, it states 'The contractor shall load all information into a web based facility management system.' Is this something that the VA already has in place or is the contractor creating a new one? Answer: Creating the information in an extractable format on CD Question: In Section 8 Additional Requirements, it states 'The contractor shall ensure that The tabular inventory be provided in an Excel spreadsheet or Access database with report templates that can identify ACM and quantity by building, room, material type, material category, numerical priority ranking, condition, potential for damage, potential for human exposure and drawing number.' Is the contractor creating a searchable database from scratch or is there one that the VA already uses? Answer: From Scratch nothing is currently in place Question: How would you like the pricing to be presented? Are you looking for a lump sum price that would include any asbestos samples taken? Or a price for the survey and the government will pay for the samples at the time of the survey? Answer: Firm Fixed Pricing/ Lump Sum Price Question: Will the government supply the contractor with the AutoCad files of the facility layout or do we have to create the facility blueprint AutoCad files from scratch? Answer: The contractor will create the AutoCad files Question: Noted in the Solicitation, 'The Offeror shall submit certifications from the state of Tennessee'. At this moment, our staff is currently EPA AHERA Trained and holds certification for multiple states, but we have not received certification from Tennessee. Can we provide a statement that upon award we will provide certification documentation for the state of Tennessee and provide our EPA AHERA certifications in place until those are received? Answer: It takes 30-45 days to receive certification from the state of Tennessee. The contractor needs to be able work immediately following the notice to proceed. Question: The contractor shall: Attend a pre-survey meeting with the CO, COR, Chief Engineer and Safety Manager/Industrial Hygienist/Asbestos Program Manager prior to the submission of the proposal to discuss/review the scope of work and performance criteria related to the scope of work including a site visit. When is the required site visit and do we need to give some type of personal information to gain entrance? Answer: A site pre-survey is not required. However, a date of Friday, August 21, 2015 at 10:00am CST has been set aside for offerors who do desire a site visit. The offeror must submit the names of individuals attending the site visit, phone numbers, as well as a point of contact email address no later than Thursday, August 20, 2015 at 11:00am CST to the Contracting Officer, Victoria Rone at Victoria.Rone3@va.gov. Question: The SOW discusses collecting bulk samples for PLM and Point Count Analysis. What is the percentage of asbestos that Point Count should be used? For one of our projects is <=5%, I have seen it as high as <=10%. This percentage will determine significantly impact sampling costs. a. Can you provide an estimate of the anticipated bulk samples that will be collected? If not, how do you want bidders to show this cost? Answer: The contractor shall provide an estimate based off of the facility size. Question: The SOW discusses hanging door signs. Can you provide an estimate of how many doors will need marked? If not, how do you want bidders to show this cost? Answer: It is dependent upon the results of the survey. It will be based upon the previous survey and any new asbestos identified for this inspection. Question: What are the work anticipated work hours? Answer: Monday through Thursday 0800-1630 Question: Will the contractor be able to request a copy of facility keys to expedite access? Answer: This will be addressed with the offeror upon notification of contract award. Question: Complete copy of 52.212-3 Offerors Representations and Certifications- Commercial Items, and ORCA document must be submitted. If we are registered in SAM, these documents are available for viewing. Can you waive the requirement to provide a hardcopy of this with submissions? Answer: All requirements outlined within the solicitation need to be submitted. No further questions will be addressed. The Question/Answer period is closed. Any questions received after the closing period for questions which was August 11, 2015 at 8:00am CST listed within the original solicitation will not be addressed.
