Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIHLM2015353 and is issued as a Request for Quotation (RFQ). The solicitation /contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-73. The North American Industrial Classification (NAICS) code 334519 with a size standard of 500 employees. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The National Institutes of Health (NIH), National Institute of Digestive, Diabetes & Kidney Diseases (NIDDK) has a requirement to procure Brand Name or Equal to: Lablogic Systems Inc., Hidex Sense Microplate Reader with the following specifications: HIDEX Sense Multi-Technology Microplate Reader for Luminescence (LUM), Fluorescence Intensity (Fl), Time Resolved Fluorescence (TRF), Fluorescence Polarization (FP) and Absorbance (ABS) measurements. Reader is robot accessible. Includes MS Windows based touch screen operated instrument control/data acquisition software and high performance optics for reading of micro-well plates up to 1536 wells. As part of our overall studies on the interplay between Epo and glucose metabolism, the ability to quickly and accurately measure a variety of compounds is crucial in better understanding glucose metabolism. The system must be quantitative and automated to provide for consistent and reproducible results. A small footprint and light weight for portability are also required due to space limitations and the need for mutli-researcher use. The microplate reader system should be automated with a high performance multimode microplate reader, compatible with 1-1536 well plates featuring five detection modes with top and bottom read. The system should also include temperature control and microplate shaking. The system needs an optical filter system with the capacity for 32 optical filters for a wide variety of fluorescent and luminescent assays without manual filter replacement. Absorbance assays need to scanned over a large wavelength spectrum in a minimal amount of time. The microplate reader needs to have an integrated computer interface that offers ease-of-use and comes with the option of mouse/keyboard and touchscreen capabilities. The system should have state-of-the-art technology to produce accurate and reliable results in a quick and efficient manner. All hardware and software components need to be of recent design using solid-state electronics and modern robotics. The Hidex Sense Microplate Reader is a compact, application ready high performance multimode microplate reader, compatible with 1 to 1536 well plates, featuring five detection modes with top and bottom read and automatic height adjustment. The system also includes temperature control (ambient + 4 °C to 65°C), which allows for a wider range of temperature experiments, and versatile microplate shaking that ensures consistency between plates, runs, and experiments. This system updates our current system and provided greater flexibility to accommodate our many assays for cell analysis such as viability, calcium uptake, enzymatic activity, and enzyme-based quantification of specific proteins. An optical filter system with large on-board capacity (32 filters) enables direct readiness with optimal performance for a wide variety of fluorescent and luminescent assays, without manual interaction. Absorbance assays are measured utilizing a spectrograph detector, providing complete (230nm0100nm)spectrum readout and in less than a second per sample. Several wavelengths can be measured simultaneously. This greatly expands the number of assays that can be carried out without manually changing the filters and increases the information output by providing a complete spectral scan, important in hemoglobin analysis. The offeror must include a completed copy of the following provisions: 1) FAR Clause 52.212-1 Instructions to Offerors - Commercial items; 2) FAR Clause 52.212-2, Evaluation - Commercial Items. As stated in FAR Clause 52.212-2 (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be advantageous to the Government, price and other factors considered. The following factors will be used equally to evaluate offers: Technical Evaluation, Price, and Past Performance. Note: Past Performance Information: Vendors must submit a listing of the most recent contracts/awards (minimum of 3) which demonstrate similar work in nature to this Solicitation. Contracts/awards may include those entered with the Federal Government, state and local governments and commercial concerns.
