- Notice of Intent to Sole Source AATB Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), Office of the Assistant Secretary of Health (OASH) intends to issue a sole source task order (TO) to: American Association of Tissue Banks (AATB) 8200 Greensboro Drive Suite 320 McLean, VA 22102-3803 AATB shall provide DHHS with a current iteration of their membership accreditation-based data on donated human tissue activities and practices. This data provides important public health information on tissue establishment supply, recovery, processing, storage, and distribution services related to tissue for transplantation. This proprietary information is required by and only available through AATB accreditation standards and is also submitted voluntarily by non-AATB members during AATB's data gathering. The data provides U.S. tissue establishment activity and practice information to inform public health strategic and regulatory agendas on tissue safety and availability. AATB is the nationally-recognized accrediting body for tissue establishments with membership totaling more than 100. These establishments recover tissue from more than 30,000 donors and distribute in excess of two million allografts annually. AATB-accredited tissue establishments provide almost all of the human tissue distributed for transplantation in the U.S. To maintain AATB accreditation, tissue establishments must be in compliance with all applicable standards, including completion of an AATB annual survey, when requested. AATB conducted such collection and analysis on this proprietary data set (i.e., AATB accreditation-required) for effectively 100 percent of U.S. tissue establishments for calendar year 2007, providing information on tissue collected during recovery through implantation on living and deceased donors. This information proved valuable for public health agencies with an interest in tissue safety (e.g., FDA, CDC, HRSA, and HHS); however, the data are becoming aged and HHS and its Operating Divisions are in need of current tissue industry activity and practice information. The contractor would conduct the survey and complete data collection, and include data validation and follow-up with non-responders in an effort to maximize response rates, as needed. The contractor would prepare tabulations and the final survey dataset, as well as prepare basic tabulations of results showing statistics for each question, including response rates. A final comprehensive report, suitable for publishing, would be due at end of the task order. It will also be expected that the contractor provide monthly progress reports to OASH throughout the life of the contract, detailing progress made in each reporting period, activities planned for the next period, and any problems encountered and how these were resolved.   This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capability statement addressing the specific abilities regarding this requirement.
