- Description
- The National Cancer Institute (NCI), Division of Cancer and Epidemiology (DCEG) plans to procure on a sole source basis to The University of California San Francisco at 3333 California Street, Suite 315, San Francisco, CA 94118 to collect data on cases of esophageal cancer and controls from Dar es Salaam, Tanzania. This acquisition will be processed in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1 (b) (1) and is exempt from the requirements of FAR part 6. The North American Industry Classification System Code is 541380 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of performance will be 12 months from award. The purpose of this procurement is to obtain data on Esophageal squamous cell carcinoma (ESCC) case subjects and controls from Dar es Salaam, Tanzania. The data will include a list of all cases and controls accrued during the funding period. A report of the histologic diagnosis (for cases), age, sex, primary residence within Tanzania, history of smoking, history of drinking, and occupational and environmental exposures will be provided for all subjects. The database will be annotated to reflect whether a saliva specimen was collected and the location of the specimen for future retrieval. Esophageal squamous cell carcinoma (ESCC) is a leading cause of cancer death worldwide. The Nutritional Epidemiology Branch of the Division of Cancer Epidemiology and Genetics conducts research on the etiology of ESCC in high risk populations in several parts of the world including China, Iran, and Kenya. Another such high risk area is in Tanzania. NCI wishes to gather information on a small set of ESCC cases and matched controls in Tanzania to assess their similarities and differences with such data from other parts of the world. The University of California San Francisco has established a team in Dar es Salaam capable of enrolling esophageal cancer patients and representative controls. An established capability to select and enroll these subjects along with the attendant protocol documents and the trained staff are not available in this location from any other source. The contractor has also already obtained all necessary ethical approvals for this location. Furthermore, the exposure assessment protocol to be used in this acquisition was derived from one written by the National Cancer Institute and used by NCI in other locations; so data collected by this assessment protocol will be uniquely comparable to the data from these other sites. For all of these reasons, the contractor is the only known contractor who can provide the requirements of this procurement. The tasks for this requirement are as follows: 1. Prepare an initial report detailing study site capabilities, the recruitment protocol, and research instruments including questionnaire 2. Enroll 100 esophageal cancer cases and a referent control group of 100 subjects 3. Collect data items as described below and attempt to collect and store a saliva sample A report on the enrollment and data will be submitted, which will include histologic diagnosis (for cases), age, sex, primary residence within Tanzania, history of smoking, history of drinking, and occupational and environmental exposures will be provided for all subjects. Saliva specimens will be collected using DNAGenotek kits. The database will be annotated to reflect whether a saliva specimen was collected and the location of the specimen for future retrieval. 4. Communicate to the NCI Contracting Officer's Representative (COR) immediately via email or phone call if any unusual problems develop over the course of the project. 5. Deliver all data to the NCI Contracting Officer's Representative as a report and tables. This is not a solicitation for competitive quotations. However, if any interested party, especially a small business, believes they can meet the above requirement, they may submit a statement of capabilities and or quote. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on September 2, 2015. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
