- Responses to Questions August 18, 2015 LCCOP15Q0027 - Amendment 0001 (i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)The solicitation number is LCCOP15Q0027 and issued as a Request for quotation (RFQ). (iii)This solicitation document incorporates all mandatory commercial item provisions and clauses currently in effect in the latest Federal Acquisition Circular (FAC) 2005-81. (iv)Offerors shall provide pricing for all the deliverables in Section 4 of the attached Statement of Work. (v)The United States Copyright Office (USCO) is an agency within the Library of Congress. One of USCO's primary responsibilities is reviewing, indexing and publicly recording documents relating to copyright law, including assignments of title, licenses, terminations of licenses, and other records relating to the ownership or expiration of copyright interests. It has become critical to modernize the document recordation function to provide convenience to online filing, faster processing by the USCO, improved access to information and a stable IT environment for the future. USCO requires a contractor to create a project management plan for its Recordation program. The attached Statement of Work, contains the requirements to be satisfied by the successful offeror awarded a contract as a result of this solicitation. (vi)USCO anticipates a single-award Firm Fixed-Price (FFP) contract to obtain the services. The contract‘s period of performance is anticipated to be 9/15/2015 through 3/31/2016. (vii)The provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Refer to attached "Terms and Conditions" for additional proposal submission instructions. (viii)The provision 52.212-2, Evaluation-Commercial Items applies to this acquisition. Refer to attached "Terms and Conditions" for evaluation factors. (ix)Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror representations and Certifications-Commercial Items with their offers. (x)The clause at 52.212-4, Contract Terms and Conditions-Commercial items, as modified by the Library, applies to this acquisition. Offerors shall refer to clause 52.212-4 listed in attached "Terms and Conditions" for additional clauses applicable to this acquisition. (xi)The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial items as modified by the Library, applies to this acquisition. Offerors shall refer to clause 52.212-5 listed in attached "Terms and Conditions" for additional clauses applicable to this acquisition. (xii)Additional contract requirements, terms and conditions are determined by the Contracting Officer to be necessary for this acquisition and consistent with customary commercial practices. The following attachments are included and are hereby incorporated into this solicitation: (1) SOW, and (2) Terms and Conditions. (xiii)Questions concerning any areas which, in the offeror's opinion, require clarification or correction must be submitted in writing to Moji Adejuwon with a cc: to Andrew Sullivan via email (moad@loc.gov and ansu@loc.gov) by 12:00 NOON EST on August 12, 2015. Answers to questions of a substantive nature will be provided to all offerors. (xiv) Proposals are due by 12:00 Noon EST on August 24, 2015. There are no exceptions to the time and date the proposals are due. Any proposal submitted after this time will not be considered. Submit proposals either via fbo.gov or via email to moad@loc.gov with a cc to ansu@loc.gov. It is the offerors responsibility to ensure that the proposals are submitted timely.
