- The U.S. Army Contracting Command - New Jersey, on behalf of the Naval Surface Warfare Center, Indian Head Explosive Ordnance Technology Division, Picatinny Detachment, intends to issue a sole source acquisition for 57mm MK 295 Mod 0 High Explosive, Pre-Fragmented, Programmable, Proximity Fuzed (HE-3P) ammunition for the United States Navy (USN) for Navy MK 110 Gun Mounts in support of the Program Executive Officer Integrated Warfare Systems (PEO IWS), Surface Ship Weapons Directorate (3), Naval Gunnery Project Office (C). Under this program, the contractor (BAE Systems Land & Armaments L.P - L&A Minneapolis (BAE Systems) will be responsible for the production and testing of HE-3P Cartridges. The contractor shall provide all necessary labor, material, supplies, services, facilities, and equipment to perform the requirements of the Statement of Work (SOW) and Request for Proposal (RFP). The Period of Performance will be for one (1) year. Therefore, the Government intends to solicit, negotiate, and award a firm fixed price modification to an existing contract with BAE Systems, on a sole source basis. BAE Systems holds the exclusive license for sale of the 57mm HE-3P Cartridge to the USN so it is the only viable source for manufacturing. Awarding a sole source contract to BAE Systems would ensure the Cartridges meet the needs of the MK 110 Gun Mounts. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, or proposal, which shall be considered by the Government. The NAICS code for this effort is 332993 and the small business sized standard is 1,000 employees. All submissions in response to this notice must be received NO LATER than 02 September 2015.
