Solicitation Number: VA256-15-Q-0971 Notice Type: Solicitation Notice Description: Basic Culinary Arts Skills and Education Training Course The Department of Veterans Affairs, Southeast Louisiana Veterans Health Care System, New Orleans, Louisiana requires a Contractor to provide a fifteen (15) week Basic Culinary Arts Skills and Education Training Course to recently-housed Veterans in New Orleans, Louisiana metropolitan areas (as stated in the solicitation Statement of Work). The services being sought are for the development and execution of a Culinary Arts Training Program that provides students/Veterans with essential knowledge, skills, and certification needed to obtain long-term employment in the food service industry. Graduates of the Culinary Arts Training Program will be connected with local Community Partners to secure employment in New Orleans' food service industry. The Contractor shall have until December 31, 2015 to complete all training and requirements identified herein. NOTE: THE COMPLETE SOLICITATION PACKAGE IS ATTACHED HERETO. This requirement a 100% Small Business Set-Aside. The requirement NAICS code is 611699. Solicitation documents may be obtained electronically at www.fedbizopps.gov. Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) website, located on at www.sam.gov. It is desirable that Offerors complete their business Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses who respond to a solicitation must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. Questions: Requests for information regarding this RFQ must be submitted in writing to the Contracting Officer (email is acceptable). Any interested offeror desiring an explanation or interpretation of solicitation specifications must request it in writing. All questions must be submitted in writing to: Surella Tracy (surella.tracy@va.gov) No Later Than, 3:00 p.m., Central Standard Time (CST) five (5) days before/prior to the Closing Date mentioned in the RFQ. No phone responses will be accepted. NOTE: All questions must reference the RFQ # and Description of the project in the Header or Opening Statement. Submittal of Offers: Interested and capable firms are requested to complete and submit the entire RFQ solicitation document no later than the posted closing due date to the attention of the Contracting Officer Contracting Officer identified and listed on the Standard form 1449, section 31b and to the address identified on the Standard form 1449, section 16. e-Mail proposals will be acceptable at surella.tracy@va.gov. NOTE: Any proposal received after the closing date and time will be considered LATE and will not be accepted. Submissions should be submitted no later than 3:00 p.m., Central Standard Time (CST).
