Description
The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) intends to award a contract on a sole source basis to Corgan Labs upon the basis of the authority provided at FAR 13.106-1(b)(1). ERDC-CRREL has a requirement to procure technical assistance with regard to the development of a man-portable, field-deployable, software defined radio (SDR) based radiofrequency (RF) channel sounding system for use in mountainous terrain. Corgan Labs of San Jose, California, has been identified as the only source reasonably available to satisfy the Government's requirement. Corgan Labs uniquely provides expertise on both the specific software defined radio platform to be used for the project (the Ettus Research N200), as well as theoretical and experimental knowledge of radiofrequency channel sounding and data analysis. The company is a founding developer of open-source software modules for a variety of SDR applications and research, and is a preferred research and prototyping partner of Ettus Research, the hardware manufacturer. Acquiring the technical assistance of Corgan Labs will allow timely completion of the specialized channel sounding system by the Government's required need date of December 2016 and therefore allow a complete field season (May - October 2017) of operations and data collection before the end of the research project in FY2017. Corgan Labs is the only source reasonably available which combines in-depth knowledge of the specific SDR hardware to be used in the sounding system, demonstrated software development expertise to handle unexpected problems as they arise, and practical channel sounding and troubleshooting experience. The associated North American Industry Classification System (NAICS) code is 541512, which has a size standard of $27,500,000. This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
