****SOLICITATION QUESTIONS & ANSWERS POSTED BELOW!!!**** The Iowa Army National Guard's (IARNG) Midwest Counterdrug Training Center (MCTC) has a requirement for Technical Instruction Services for a Methamphetamines Investigations course. The IARNG anticipates award on or about 3 September 2015. Initial award will be for two (2) iterations of the course between award and 30 September 2015; with four (4) options for eight (8) additional iterations each year at dates and locations to be determined. Final option period will not exceed 30 September 2019. The requested course is required to provide a minimum three-day, 20-hour block of instruction for up to 50 law enforcement officers and military police personnel. The course must be designed to educate, prepare, and equip patrol officers, drug agents, and criminal investigators to effectively conduct a series of investigative actions and procedures specific to Meth Investigations, to educate law enforcement personnel on basic methamphetamine characteristics, identification, and current trends, and to examine the transnational methamphetamine trade and its impact on the methamphetamine trade in the United States. The course must also prepare law enforcement personnel to work meth investigation cases, the use of meth addicts as confidential informants and the presentation of a methamphetamine case in criminal court, provide officers with the tools and knowledge to write a methamphetamine lab search warrant, a department SOP, testify in a meth investigation, and how to assist in the development of legislation pertaining to methamphetamines, and examine the economic and social impact of the methamphetamine trade. ***ADDITION TO DESCRIPTION VERBIAGE***The project will be a SB Set-Aside, the NAICS Code is 611519 with a size standard of $15,000,000.00. Instructions for registering are on the web page. The solicitation will be issued on or about 30 July 2015. The solicitation and associated information will be available from the Federal Business Opportunities (FedBizOpps) website on-line at https://www.fbo.gov. All inquiries must be in writing, via email to the persons specified in this announcement or in the solicitation. All answers will be provided in writing via posting to the web. ***SOLICITATION QUESTIONS & ANSWERS*** Q1:Referring to the Submission Requirements for Training Materials, specifically the statement quote mark *For security & proprietary purposes, all submitted materials will be retained by the USPFO P&C Office. quote mark Will the government consider revising these clauses to reflect that all curriculums and teaching methodology be reviewed by the CO or COR within a reasonable time before the course and the material remain quote mark Corporate Propriety quote mark ? A1:The Government is requesting submission of training materials solely for evaluation purposes. Submitted materials will be retained by the USPFO P&C Office and the materials will remain quote mark corporate proprietary. quote mark Q2:How do you submit pricing on the SF33-Solicitation, Offer and Award Document? A2:In Section B - Supplies or Services Prices, beginning on page 3 of 49, insert your firm-fixed, all-inclusive unit price (price per iteration) in the quote mark Unit Price quote mark field, then the total amount (unit price multiplied by the quantity) in the quote mark AMOUNT quote mark field, then transfer that amount to the quote mark NET AMT quote mark field. Q3:How many copies of our proposal do we need to submit? A3:Submit an original plus two (2) copies of your proposal, including all attachments. Q4:Which pages of the SF33 do we actually need to complete and submit? A4:Pages 1 (Blocks 12-18); pages 3-11 (pricing); pages 34-40, complete all representations and certifications (only need to be returned if not completed within SAM profile); Exhibits A-B, (Past Performance Questionnaire Cover Letter & Past Performance Questionnaire must be completed by your references). Q5:Do I need to fill out and return all 44 pages of the RF-33 along with items listed on page 38? I only ask because some of the sections are informational in nature and do not actually require a response. A5:See A4. Q6:Does the sealed offer and two copies need to be submitted in one envelope or in three separate envelopes? A6:The original and two copies may be submitted in the same envelope. Q7:I have a general understanding of the CMR purpose; however, I can't find any information on the estimated length of time that this takes to complete. I know that we have to price the reporting compliance costs separately, but I have no idea whether it takes two hours or ten hours. Is this something that you are able or allowed to offer guidance on? A7:We do not have guidance on the amount of time it takes to complete the reporting, as that will vary for each vendor and each contract. The CMR Contractor User Guide can be found at https://cmra.army.mil/Help/User_Guide_Contractor.pdf, and may be used to estimate the time it will take to complete the required information. Offerors may choose to charge for completing the CMR reporting by indicating a price on the CMR CLINs, or indicate they are quote mark Not Separately Priced (NSP). quote mark Q8:On the proposal there are many questions on pages 32-37 Sections 52.209- 52.222. My question is are these questions to be answered and forwarded with the rest of my proposal or do you get this from my DUNS and SAMS account? A8:If the representations and certifications for these clauses are completed in SAM, they do not need to be forwarded with the proposal. If any of the representations and certifications are NOT completed in SAM, or if the answers for this contract differ from the answers in SAM, they shall be completed and forwarded with the proposal. Q9:In regards to Past Performance Questionnaire Cover Letter: do you have them in a separate PDF form or should I scan them and send them to people I will have complete these forms and then have them send you their response? A9:The forms may be emailed separately upon request, or you may scan them to send to your references. The references should complete the forms and sent their responses directly to the Iowa Army National Guard point of contact indicated in the cover letter. Q10:For clarification, on Attachment #2, Exhibit A2, Performance Questionnaire, do blocks 2 through 6 apply to the current solicitation or the period of performance referenced by the evaluating organization? A10:Blocks 2-6 refer to the contract performed by the offeror for the reference's firm. Q11:I noticed the solicitation requires a copy of our PowerPoint presentation and videos. I think that the file may be too large to send online. Can I mail the PowerPoint and videos to you at the mailing address provided in the solicitation? Also, can the solicitation pages and proposal be mailed or does that need to be uploaded and submitted online? A11:Yes, the slides, videos, solicitation pages and proposal may be mailed to the address provided in the solicitation, SF33, Block 7. ************************************************************************************ QUESTIONS & ANSWERS: Q1: Is the Technical Instruction Services - Methamphetamine Investigations Course a new requirement? If it's not a new requirement, please see Question 2. A1: This is a new requirement. Q2: If these requirements are currently being performed under a contract, who is the contractor? What is the contract number? When does the contract expire? A2: N/A Q3: Does the use of the word quote mark iteration quote mark indicate an instance of stand-up training? Q4: Does courseware already exist for instructors to teach from? A4: No. Q5: If courseware does exist, are instructors required to update courseware if materials are out-of-date? A5: No.
