Description
DoD Anti-Ram Vehicle Barrier List Wing Access Form Statement of Work Solicitation The Maryland Air National Guard is issuing a total small business set aside for installation of a net based active vehicle barrier system at the Warfield ANG Base in Middle River, Maryland. The NAICS code for the work described below is 561621 using FAR Part 12 and under FAR Part 13.5. The solicitation will be posted on or about 14 Aug 2015 as a Small Business set aside. IAW with FAR 36.204(d), the magnitude of the project will be between $250,000 and $500,000. Any responsible source meeting this standard may submit a bid to be considered. This project consists of the following components: 1) Purchase and complete installation of a net based active vehicle barrier system. This installation will include all equipment, electrical, and any other associated items for a complete turn-key operation. 2) Due to security concerns, the only approved systems allowed will be from the Depart of Defense US ARMY Corps of Engineers Protective Design Center, DoD ANTI-RAM VEHICLE BARRIER LIST. List date May 2015 or later. The net barrier will have the minimum characteristics:  Vehicle Arrestor will be bi-directional  System will be re-useable and resettable  Backup electrical system required  System must immediately and automatically reset  System must have controlled heating elements inside the below pavement housing  Thermostats must automatically turn the heating unit(s) on and off  Signs, traffic lights, flashing signals, safety loops and alarms will be provided  When deployed, a programmable controller will activate traffic lights, signals, alarms  All hydraulic and electric components needed to operate or maintain the system will be above ground and accessible  Provide and install 100 amp subpanel next to the barrier end support with six (6) single phase 120 volt, 20 amp breakers  Barrier system will be approved by and meet the required DoD's list of anti-ram barrier specifications and crash test certifications IAW ASTM F2656-07 or previously tested to the U.S. Department of State SD-STD-02.01 The site visit will be held on 25 Aug 2015 @ 9:30 AM in the multipurpose room located in the 175th HQ building. Vendors interested in attending shall fill out the 175WG access form and return no later than 20 Aug 2015. Preproposal meeting will start @ 9:30, so vendors will need to allocate time to go through vehicle inspection at the gate.
