- Amendment 0003 Answer 36 - No, the Government estimate is 1,075,200 hours for the entire effort, and the rounding error that occurred when setting CLIN values will be corrected. Please see the amended solicitation (0002) for details. Question 37. PWS item 3.10 Field Team requirements states that the Offeror shall "establish field teams". Can the Government confirm that this requirement will be fulfilled through the use of travel as described in the Travel discussion in Section C Section 6.4, and that there is no requirement for the Offeror to provide a contractor facility or full time personnel at each of the locations listed in PWS 3.10? Answer 37 - No, the offeror should propose how they will establish field teams at the required locations per PWS 3.10 in Section C of the solicitation. Question 38. In order to foster competition, will the Government Consider CMMI Level 3 Quality Assurance as an alternative vs restricting the Offeror to ISO 9001:2008. Answer 38 - Please refer to the Government's response to questions 15 and 16. Question 39. Is there an organization within NAVAIR or NAWCAD that certifies Quality Management Systems? Answer 39 - No, there are no organizations within NAVAIR or NAWCAD that certify Quality Management Systems. Question 40. If a company is already CMMI Level 3 rated, does the Government expect it to achieve an ISO 9001:2008 certification by contract award? Or, is an ISO 9001 based QMS adequate? Answer 40 - Please refer to the Government's response to questions 15 and 16. Question 41. Will the Government provide a breakdown of the number of hours and labor categories to be bid at Contractor site within 50 miles of St. Inigoes, at the Government locations at St. Inigoes, and at the various locations required in Section C 3.10? Answer 41 - No, the offeror should propose their intended structure to support the tasks listed in the solicitation. Hours bid at the contractor site should be supported by tasks listed in the PWS that would be accomplished at the contractor site. Question 42. What is the question that was asked that prompted the revision to Attachment 2 as part of Amendment 1? Answer 42 - A question was asked about the accuracy of Attachment 2 as it applied to a specific company. Question 43. Can the government please clarify the intent behind providing Attachment 2, OCI Interest List, as updated in Amendment 1? Is it the Government's belief that all the contracts listed here (including the incumbent contract) pose a potential OCI? Answer 43 - Please refer to 5252.209-9510 ORGANIZATIONAL CONFLICTS OF INTEREST in Section H of the solicitation. Question 44. Is Attachment 2 a list of contracts that should the offeror successfully be awarded this contract, would then be prohibited from participating on or competing for? Answer 44 - Please refer to 5252.209-9510 ORGANIZATIONAL CONFLICTS OF INTEREST in Section H of the solicitation. Question 45. Can the Government provide any more information on the purpose of and intent for Attachment 2? Answer 45 - Please refer to 5252.209-9510 ORGANIZATIONAL CONFLICTS OF INTEREST in Section H of the solicitation. Question 46. On page 2 of the RFP, Section A - Solicitation/Contract Form, the Government lists the Wage Determinations that may be applicable for this effort. Attachment 6, Wage Determinations lists different revisions of the Wage Determination. Will the Government please confirm the following WD revisions are the correct WDs for this effort? • WD 05-2103 (Rev.-16); revised 07/14/2015 • WD 05-2543 (Rev.-18); revised 07/14/2015 • WD 05-2301 (Rev.-16); revised 07/14/2015 • WD 05-2057 (Rev.-17); revised 07/14/2015 • WD 05-2241 (Rev.-17); revised 07/14/2015 • WD 05-2449 (Rev.-16); revised 07/14/2015 Answer 46 - The Government provided the correct WD revisions as Attachment 6. Question 47. The Amendment 02 release added material coordinator to the labor categories (page 30 of 56) and provided SCA Code 21020. SCA Code 21020 is a forklift operator. 21030 is material coordinator. What is the correct SCA code 21020 or 21030? Answer 47 - The correct SCA code is 21030. Please see the amended solicitation (0003) for details.
