Description
Synopsis: Please note that this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. Network Contracting Office (NCO) 3 of the Department of Veterans Affairs is currently conducting a market survey for qualified firms capable of providing "SECURITY EQUIPMENT AND INSTALLATION SERVICES" for the Manhattan VA New York Harbor Healthcare System. The North American Industry Classification Systems (NAICS) is 561621. Responses to this notice must be submitting in writing (email or fax) and must be received not later than August 21, 2015 at 10:00AM. Email: Janice.Brooks@va.gov and Fax: 718-741-4722. No telephone inquiries will be accepted. Interested parties MUST provide company/individual name, a capability statement, examples of same or similar work performed at other facilities, DUNS number and address, point of contact and social-economic. Interested parties who do not submit the above information on or before the response due date and time will not be considered for this procurement. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business), relative to NAICS 561621. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business opportunities website http://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. STATEMENT OF WORK Contractor shall provide all labor and supervision to perform the following services at the New York Harbor Healthcare System - Manhattan Campus located at 423 East 23rd Street New York NY. Based on the assessment and inspection, the following parts and labor are needed for replacement and they need to be compatible to the current Panasonic CCTV System: 17 South Equipment: A. 1F8-EcorHD16F 16 Channel DVR 1TB B. 6 SQ-SCB5000 Color Cameras with 6 2.8-12MMVFAI F1.4 lenses C. 1 Samsung 32" Color LCD Monitor 17 South Labor: A. Replace existing system with 16 Channel DVR. Install 32" monitor, connect existing operational cameras to system. Focus and set up existing cameras. Provide in-service to supervisory personnel - B. Replace 6 existing cameras with new in existing housings, focus and set up 17 North Equipment: A. 1 F8-EcorHD16F 16 Channel DVR 1TB B. 5 SQ-SCB5000 Color Cameras with 5 2.8-12MMVFAI F1.4 lenses C. 1 Samsung 32" Color LCD Monitor 17 North Labor: A. Replace existing system with 16 channel DVR. Install 32" monitor. Connect existing operational cameras to system. Focus and set up existing cameras. Provide in-service to supervisory personnel. B. Replace 5 existing cameras with new in existing housings. Focus and set up. Product Installation (If applicable) The vendor shall be responsible for determination of and compliance with federal and state or local code requirements, design data, and other factors necessary to design and install the items at the desired location. The system will not require any new construction, space, special wirings etc. Training of Operating personnel (If Applicable) (a) The price quoted shall include contractor responsibility for providing on-site orientation and training of using personnel in operation and care of the equipment furnished. This training shall include actual demonstration and operation of the equipment, preventative maintenance, and any adjustments or other actions which may be undertaken by operating personnel in the event of failure of equipment, provided that such adjustment or action shall in no way jeopardize the Government's rights under contract guarantee clause. Upon completion of installation, this training shall be given by qualified contractor representatives on a date to be determined by the using service POC. Operator and maintenance training shall not be conducted concurrently. All contractor employees and subcontractors under this contract or order are required to complete the VA's on-line "VA Privacy and Information Security Awareness and Rules of Behavior Training" - TMS Code "10176" Contractors must provide signed certifications of completion to the COTR during each year of the contract. This requirement is in addition to any other training that may be required of the contractor and subcontractor(s)." (b) Vendor shall submit training materials and training videos (prepared in CD or DVD format) on each piece of equipment for operation and maintenance. Any available training videos shall be for operation and maintenance and shall not be combined. These training materials and videos shall demonstrate the operation and maintenance of the equipment and any adjustments or other actions that may be undertaken by VA operating personnel in the event of failure of equipment. These training materials and videos shall be submitted to the responsible operations official or his designee prior to beginning of training. (c) The Vendor shall consult with the Contracting Officer Representative or person acting in that capacity regarding the time this training will begin. These officials will be responsible for arranging for the presence of personnel to be trained. Place of Delivery The products and services will be delivered and performed at VA NYHHS - Manhattan Campus Police Service Attn: Michael Grieco 423 East 23rd Street New York N.Y Acceptance Procedures Prior to acceptance of the goods or services provided under this contract, inspection and testing will be performed by the Government in accordance with this clause. (a) Upon completing of installation the equipment shall be turned over to the hospital for use. The contractor shall furnish, upon completion of installation, a written notice of readiness for inspection for the Contracting Officer or the COR.
