- This notice is a synopsis in accordance with FAR 5.101 for a proposed contract action to Contract W31P4Q-11-C-0309 published at least 15 days before the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice is not a request for competitive proposals or quotations and a solicitation will not be issued for this requirement. The Army Contracting Command - Redstone Arsenal intends to award a modification to the existing Improved Bradley Acquisition Subsystem (IBAS) Engineering Services (ES) contract in accordance with FAR Clause 52.217-8, Option to Extend Services which will extend the contract period of performance through 29 February 2016. The extension will provide for the continuation of ES in support of fielded IBAS, components and support equipment. This six month extension of services is accomplished pursuant to 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This six month extension is intended to be awarded to DRS Network & Imaging Systems (NIS) LLC under FAR 6.302-1 as award to any other source would result in substantial duplication of costs to the Government that is not expected to be recovered through competition and there would be unacceptable delays in fulfilling the agency's requirement. While the extension option under FAR 52.217-8 was not evaluated as part of the initial contract award for W31P4Q-11-C-0309, the rates applicable for this extension period are the current FY15 rates specified in the contract, as expressly allowed by FAR 52.217-8. This extension is necessary to allow time for the limited competition acquisition of the follow-on contract. The Government will not be responsible for any costs incurred by interested parties in preparation of information or documents related to this option to extend services.
