Solicitation Number: VA-241-15-Q-0731 Notice Type: Combined Synopsis/Solicitation Synopsis: This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in subpart 12.6, in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed under FAR 13.1, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is VA-241-15-Q-0731 and is issued as a Request for Quotation (RFQ). (iii) The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-83, July, 2015. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at https://www.acquisition.gov/far/ (FAR) and http://vaww.appc1.va.gov/oamm/vaar (VAAR) (iv) This solicitation is issued as unrestricted. The North American Industry Classification System (NAICS) code is 334516, and the size standard is 500 employees. (v) This requirement consists of seven (7) line items: 1.Provide all items and services included in the statement of work and the Price Schedule. Equipment required is to replace equipment damaged/destroyed on a flood. Delivery shall be within 30 days after receipt of order. (vi) The following STATEMENT OF WORK is a detailed description of the requirements for this solicitation: The purpose and scope of this research contract is to replace damaged/destroyed scientific research equipment. Delivery shall be within 30 days after receipt of order. Thermo Scientific Cryostar NX50 Cryostat The Cryostar NX 50 is a specialized microtome used to cut frozen tissue sections from frozen blocks of tissue, placing the tissue sections onto microscope slides for the purpose of staining the tissue with dyes to visualized specific proteins in the tissue. This instrument is replacing a cryostat that was destroyed by the flooding on January 8, 2015. Thermo Scientific Sorvall LYNX 4000, high speed floor model centrifuge The centrifuge is used to assist in the acquisition of DNA or proteins which requires high speed centrifugation during the purification process. This will replace a Sorvall RC5Cplus high speed floor model centrifuge that was damaged in the flood on January 8, 2015. The scientific equipment will be located in Research Building 35. 1.The contractor shall work with the research team to carry out the services/requirements described below. 2.Requirements: The contractor shall provide the following Thermo Scientific equipment: 1 ea CRYOSTAR NX50 H LOW PROFILE, including Cryostat Accessories; Thermo Scientific; Cryostar; NX50 OPH; Warrantee: 1 yr 1 ea Sorvall LYNX 4000 200-240V 50/60 HZ EA: plus tube adaptor accessories; Warranty: 1 Yr Unit, 3 Yrs Drive, 5 Yrs Refrigeration 1 eaROTOR LYNX F14-6X250Y 1 eaROTOR LYNX F14-14X50CY 1 eaROTOR LYNX F20-12X50LEX 6 pkADPT 50ML TO 30ML 1 eashippingNo charge 3.Installation and training will be provided by Vendor personnel and will be escorted while on VA property by laboratory personnel. Delivery shall be within 30 days after receipt of order. (vii) Delivery shall be FOB Destination, with all delivery costs as part of the final total amount. Please do not include the shipping costs as a separate line item. Delivery shall be within 30 days after receipt of order. (viii) 52.212-1 Instructions to Offerors - commercial Items, apply to this solicitation with the addenda FAR 52.203-98 and FAR 52.204-16. (ix) 52.212-2, Evaluation - Commercial Items: FAR provision 52.212-2 applies to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Products offered are as brand and model specified (See attached Brand Name Justification) 2. Warranty 3. Price (x) Vendors will need to have an active registration in SAM.gov in order to be considered for award. Include a copy of FAR 52.213, Offeror Representations and Certifications if the Rep and Certs section at SAM.gov is NOT completed. (xi) 52.212-4 Contract Terms and Conditions - Commercial Items: apply to this solicitation with the following addenda: FAR 52.203-98, 52.204-16, 52.203-99, 52.204-18, and VAAR 852.203-70, 852.211-70, 852.232-72, 852.237-70, 852.246-70, 852.246-71.
