- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Contracting Command - New Jersey, Emerging Technologies (ACC-NJ-ET), Benet Laboratories, Watervliet Arsenal, NY, on behalf of the US Army Armaments, Research, Development & Engineering Command's (ARDEC) Benet Laboratories (BL) intends to award a sole source purchase order to MatWest LTD UK located at Festival House, Jessop Avenue, Cheltenham, Gloucestershire, GL50 3SH, United Kingdom. The NAICS Code for this acquisition is 333517 and the small business size standard is 500 Employees. The government requires to develop and optimize a minimum of 10 and a maximum of 60 broach cutters with chip breaking capability for rifling tantalum 10% tungsten (Ta10W) lined 25mm gun barrel. The contractor shall, fabricate broach cutters with chip breaking capability per US government's (USG) specifications and drawings. The contractor shall determine the tool steel and heat treatments required for the fabrication of broach cutters. The contractor shall perform test cuts using crown cutters from Task 1 in 25 mm Ta10W 6 to 10 inch sections provided by USG and report results to USG. The Contractor shall use optimized process parameters and tool steel identified, down-selected, and validated in Tasks 1 and 2 to design and complete a set of 60 broach cutters for rifling a 25mm Ta10W explosively bonded barrel. The crown broach cutters must be within dimensional tolerances indicated in the drawings provided by USG. AUTHORITY: This acquisition is being conducted using other than full and open competition as authorized by FAR 6.302-1(b) (1) (ii). Responsible offerors may submit a capability statement, or quotation, which shall be considered by the Government; but this notice of intent, is not a request for competitive quotes. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. No costs may be incurred for this effort unless specifically authorized by the Contracting Officer and this notice does not constitute such authorization. The Government reserves the right to award without discussions. The closing date for this notice is 28 August 2015 16:00 Eastern Standard Time. APPLICABILITY OF AUTHORITY: This effort is being done under Foreign Technology (and Science) Assessment Support (FTAS) funding. This requires that the funding go to a foreign source. MatWest LTD UK was the only foreign source identified in the market research to have unique advanced tooling that could meet our requirements in the Statement of Work (SOW). The requirement includes fabricating caliber independent higher performance weapons without the need for new rifling machinery. The Contractor possesses the proprietary rights to the design of crown broach cutters with chip breaking capability in rifling gun barrels. The purchase order will incorporate one or more clauses by reference, with the same force and effect as if they were given in full text.
