- This Sources Sought notice is for informational and planning purposes only. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The NAICS Code for this requirement is 511210. The intent of this notice is to determine the availability of qualified commercial sources technically capable of providing the below. Provide Directorate of Emergency Services (DES), Fort Gordon, Georgia an upgrade of the E911 Telephony. The E911 Telephony is the critical communication link that is often the first contact that the Fort Gordon community has to engage DES during an emergency. The upgrades of the E911 Telephony consists of the following: 1. Software from VIPER 1.6 and Power 911 4.25 to VIPER v4.1 SP3 and Power 911 v5.5 SP3. 2. License upgrade for Application server, PBX Access per position, Power 911 Client Access, Power 911 Server Access, Power MAP Software, Power MIS concurrent client Access and Mower MIS Data Access. (8) New workstations, (2) mobile workstations (portable laptop), VoIP soft switches, CISCO switches and Windows 7 platform are also included. The standalone VIPER will also be reconfigured to work as a Multinode VIPER, with Augusta, Georgia's PSAP, which will allow seamless operation should we have the need to relocate during a disaster as well as IP technology to enable quote mark text to 911 quote mark capabilities. By upgrading to the latest version of Viper and Power 911, Fort Gordon's E911 telephone system is positioned for future design of Next Generation 911 (NG911). Annual maintenance will be included with this service. Potential offerors having the ability to provide the product described are invited to provide a statement via e-mail. The statements shall not exceed five (5) pages and must include the following: 1) Company name and Point of Contact information (address, telephone, e-mail, web-site, etc.); 2) DUNS number and CAGE code; 3) Small Business Size/Certification (to include 8(a), HUBZone, SDVOSB, etc.); and 4) Ability to provide the product. Responses are due no later than 4:00 P.M., 17 August 2015 and shall be electronically submitted to Denise L. Richardson at denise.l.richardson4.mil@mail.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
