- ProtoPlex Immune Response Assay Contracting Office Address Department of Health and Human Services, National Institutes of Health (NIH), National Library of Medicine Office of Acquisitions, National Institute of Diabetes and Digestive Kidney Diseases (NIDDK) Acquisitions Branch, 6707 Democracy Boulevard, II Democracy Plaza, Suite 700W, Bethesda, Maryland 20817. Description National Institute of Diabetes and Digestive Kidney Diseases (NIDDK) plans to procure, on a sole source basis, with Life Technologies Corporation, 5791 Van Allen Way, Carlsbad, CA 92008, for the following: • ProtoPlex Immune Response Assay This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541380 and the business size standard is $15 M employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type contract. The Obesity and Diabetes Research Section (ODCRS)of the NIDDK in Phoenix performs research studies investigating the cause of obesity and diabetes. An important aspect of the development of type 2 diabetes mellitus may involve an immune response which leads to diminished insulin secretion and may involve production of autoantibodies. In particular, it has been observed that individuals without a particular HLA haplotype may be at a higher risk for the development of diabetes because of an immune response that may decrease insulin secretion. In Phase I, collected blood samples were screened on a protein microarray containing over 9000 unique proteins to identify possible candidate autoantibodies to 14 proteins. Life Technology conducted the laboratory experiments for both Phases 1 and 2. For the next part of the study (Phase 3), we will seek to confirm the presence of autoantibodies to these 14 proteins in a larger sample size. Life Technologies has a proven scientific record of developing new biomarkers, including personnel with publications in this area. This company is the only source that is capable of performing the needed assays and is needed to perform the requested assays for confirmation of our findings (see attached). This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NIDDK to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the DK Acquisitions Branch on or before 11:30 AM EST on August 19, 2015. Electronic capability statements (via e-mail) will be accepted. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractor must be registered and have valid certification in the System for Award Management (SAM). No collect calls will be accepted.
