- Solicitation Number: W9127N-15-Q-0062 Synopsis: This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions" US Army Corps of Engineers, Portland District intends to award a sole-source, Firm-Fixed Price contract with Clear Edge Filtration, Inc., 11607 E 43rd St N, Tulsa, OK 74116.The purpose of this acquisition is to purchase Belt Retainers. This belt retainer is a critical part for the traveling fish screen at John Day Dam. We have at John Day Dam 49 of these (STS), and completely overhaul 8 screens a year, on a four year cycle, with excellent results. The Belt Retainers hold these screens in place. They are specifically manufactured for this purpose alone by the vendor. The retainers have extremely long use life and no recorded failures to date. The retainers are proven fish friendly, proven not to de-scale fish, and have proved to move fish past the STS with above average efficiencies. It is critical that to maintain consistency with our parts to the fish screens because one failed or inferior component can have fitment problems, lead to increased maintenance times, and impact other critical components that make up the rest of the STS. The impact of a failed screen during fish passage season results in the shutdown of a generator, thus further impacting power generation and increasing unscheduled maintenance. The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 13.106-1(b) for purchases not exceeding the simplified acquisition threshold. Furthermore, in accordance with FAR 6.302-1(b)(1)(ii), the items listed below are available from only one source. 40,000 Qty - Part No. JDCT-D800, BELT RETAINER, #CSP-204 (BLACK), MATERIAL: DELRIN 800 A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 333999. The size standard as defined by the U.S. Small Business Administration is 500 employees. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal or quote to the contracting officer before the notice end date. If no affirmative written responses are received by 10:00 AM Pacific Daylight Time on August 28, 2015 an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
