- Solicitation Number: VA256-15-Q-0890 Notice Type: Solicitation Notice Title:Fire Alarm Maintenance, Monitoring and Testing Service for the Department of Veterans Affairs, Southeast Louisiana Veterans Health Care System, New Orleans, Louisiana Pre-Bid Site Visit Conference - A Pre-Bid Site Visit Conference is set for Tuesday, August 25, 2015 at 2:00 p.m., at the Department of Veterans Affairs, Southeast Louisiana Veterans Health Care System, 1601 Perdido Street, New Orleans, Louisiana. Scope - The Department of Veterans Affairs, Southeast Louisiana Veterans Health Care System (VA) requires a qualified Fire Alarm System Contractor to perform all necessary inspections, testing, repairs and preventive maintenance on the Department of Veterans Affairs, Southeast Louisiana Veterans Health Care System, 1601 Perdido St., New Orleans, LA facility Fire Alarm System to keep the fire alarm system in compliance with the most current NFPA National Fire Alarm Code, Life Safety Code and other Federal Regulations pertaining to Fire Safety in Medical and Federal facilities. Inspections, testing, repairs and preventive maintenance of the Fire Alarm System is to be completed on the entire system, both components and all interfaces present on the campus. All alarm devices, annunciators, strobes, etc. are currently tied to the interface known as FIREWORKS, proprietary software of Edwards and was installed by Red Hawk Fire and Security (formally known as Chubb and Pratt Landry). The purpose of this system is to provide remote details indicating the status of components and provides the ability to remotely enable, disable, silence, etc. components as necessary. Refer to Solicitation Statement of Work. Description - The Contractor shall provide all parts, travel, labor and materials necessary to provide inspections, testing, repairs, preventive maintenance and Service Calls described herein on the Fire Alarm System located at the Department of Veterans Affairs, Southeast Louisiana Veterans Health Care System, 1601 Perdido St., New Orleans, LA facility. The Contractor shall be responsible for providing all background paperwork certifying part installation and/or repair, calibration, testing of system, and certification of maintenance. The Contractor shall provide an extended warranty on all applicable parts and equipment for the system. All preventative maintenance work shall be in strict adherence to the recommended manufacturer's specifications and standard operating procedures for equipment maintenance. The Fire Alarm System comprises of the following buildings: Quads A, B, C, D, E, F, G, H (also known as Engineering Services Building or ESB), Urgent Care (also known as Annex), Sterile Processing Service (also known as SPS), Imaging Center (also known as Radiology), Building 6 (also known as Boiler Plant/Fitness Center). A majority of the campus is unoccupied. The main areas that are still occupied include Quads F (1st floor), G, H, Urgent Care, SPS, Imaging Center, Building 6. While the remaining areas in the building are not occupied, the facility is still required to meet minimum Life Safety requirements in these areas as VA staff go through these areas for storage, rounds, etc. Normal service hours of operational shall be from 7:30 a.m. to 4:00 p.m., Monday through Friday, excluding Federal Holidays. The Contractor may for his/her convenience request authorization in advance from the COR to work outside of regular working hours of regular work days at no additional cost to the facility. Authorization must be pre-approved in advance and prior to work, and is at the discretion of the COR. All work shall be performed by personnel specifically qualified and trained to work on the Fire Alarm System and equipment described herein. Evidence of all required licenses, as well as documentation of qualifications of personnel, shall be provided to the Contracting Officer (CO) within five (5) days of request. Refer to Solicitation Statement of Work. Anticipated Period of Performance - The anticipated contract Period of Performance shall be from October 1, 2015 through September 30, 2016, with provisions for a one (1) year extension option that would extend the contract through September 30, 2017. The exercising of the extension option shall be at the sole discretion of the Department of Veterans Affairs, Southeast Louisiana Healthcare System (SLVHCS). NAICS code - 561210 Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) website, located on at www.sam.gov. It is desirable that Offerors complete their business Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses who respond to a solicitation must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. Questions - Requests for information regarding this RFQ must be submitted in writing to the Contracting Officer (email is acceptable). Any interested offeror desiring an explanation or interpretation of solicitation specifications must request it in writing. All questions must be submitted in writing to: Claude Humphrey (claude.humphrey@va.gov) No Later Than, 3:00 p.m., Central Standard Time (CST) five (5) days before/prior to the Closing Date mentioned in the RFQ. No phone responses will be accepted. NOTE: All questions must reference the RFQ # and Description of the project in the Header or Opening Statement. Submittal of Offers - Interested and capable firms are requested to complete and submit the entire RFQ solicitation document no later than the posted closing due date to the attention of the Contracting Officer Contracting Officer identified and listed on the Standard form 1449, section 31b and to the address identified on the Standard form 1449, section 16. e-Mail proposals will be acceptable at claude.humphey@va.gov.
