- Synopsis: Stryker Engineering Change Proposal (ECP) Double-V Hull (DVH) Exchange (Flat-Bottom Hull (FBH) to DVH ECP) Under the authority of FAR 6.302-1, the United States Army Contracting Command - Warren (ACC WRN), intends to issue a sole-source solicitation W56HZV-15-R-B020 to General Dynamics Land Systems (GDLS). This solicitation will result in the award of one (1), three (3) year requirements contract. The proposed contract action consists of recurring production for the procurement of a Brigade (BDE) of DVH vehicles in the ECP upgraded configuration. This BDE of the Stryker DVH ECP configuration will be similar to the current FBH/DVH Exchange program, except the Government Furnished Material (GFM) reclaimed common components from the FBH donor vehicles shall be installed in a DVH ECP Stryker hull vehicle. This Stryker BDE shall be created based on a Stryker FBH direct to Stryker DVH ECP brigade set conversion process. GDLS is the only known source with the unique engineering expertise required for the complex vehicle engineering tasks associated with the Stryker ECP Exchange efforts. GDLS is also the Original Equipment Manufacturer (OEM) of all Stryker variants and retains ownership of the TDP. To maximize subcontracting opportunities, the OEM will be directed contractually to compete work at principal subcontractor and lower tier vendor levels in support of Government competition objectives. All responsible sources may submit a capability statement, proposal, or quotation, which the agency will consider.
