Description
Notice of Contract Action (NOCA) FOR PLANNING PURPOSES: The purpose of this notice is to provide information about a potential Broad Agency Announcement for Materials and Manufacturing Technical Operations. This notice is not a solicitation for research. The Government will not reimburse costs associated with any communication submitted in response to this notice. No documentation is requested at this time. TECHNICAL DESCRIPTION: The objective of this program is to provide the Air Force Research Laboratory Materials and Manufacturing Directorate (RX) with maximum flexibility and visibility related to evolving materials and manufacturing technology. The purpose of the program is to focus on the translation of promising basic research into solutions for broadly defined military needs and where indicated, make the transition into the design and development phase with a focus on improving or developing new materials and manufacturing processes based on that applied research and advanced development technology. The research and development efforts will be centered on the following: macromolecular materials, materials models and uncertainty methods that will lessen reliance on experimentation, computational materials science, nano-structured materials, prognostics, thermal protection materials, life prediction/models, lightweight materials for space access, multifunctional materials, materials for conductive gap treatments, and microwave and power control. TECHNICAL SCOPE: The program shall provide for basic and applied research, as well as advanced development efforts, for AFRL/RX in the core technology areas listed below: a. Functional Materials and Applications b. Structural Materials and Applications c. Manufacturing and Industrial Technologies d. Systems Support f. New and Emerging Technology in Materials and Manufacturing THIS IS A PRE-SOLICITATION NOTICE ONLY: It is anticipated that a BAA providing more details for this program will be released in September/October 2015. The BAA will be made available at www.FedBizOps.gov. This funding profile is an estimate only and not a contractual obligation for funding. All funding is subject to change due to Government discretion and availability. Potential offerors should be aware that due to unanticipated budget fluctuations funding in any or all areas may change with little or no notice. SECURITY: All contractors shall participate in all activities associated with the disciplines of the organization's Industrial Security, Information Security, Personnel Security, Operations Security (OPSEC), and Antiterrorism, following appropriate measures in each program as required for this particular contract. These are required in an effort to reduce program vulnerability from successful adversary collection, exploitation of critical information, and violations of export control requirements. The prime contractor will ensure that all subcontractors, if required, conform to these requirements as required by the prime contractor. Guidance can be provided by AFRL/RX Security as needed.
