- The purpose of this modification is to answer the following questions. Questions/Answers: Q1) What are the criteria for condemning a unit or designating it as Beyond Economical Repair (BER)? There is no SLP referenced in the solicitation, yet paragraph (g) on pg 3 of the solicitation indicates that “Condemned units shall not be counted as production”. Also - the SOW (paragraph 1.9.7) also indicates that “Requests for condemnation shall be submitted by the Contractor in writing through the ACO to the PCO”. Based on this, it appears that condemning units is possible, yet no limits or criteria are provided. Given that these actuators have a large number of non-consumable parts that are replaced at fairly high percentage rates (table on pg 17 of SOW), clarification on the condemnation criteria would be valuable. A1) Condemnation of the F-15 rudder actuator is very rare. Extreme damage (outside normal wear) to the entire actuator would be the only consideration for condemning the entire actuator. However, any condemnation request shall be submitted through the ACO to the PCO. Q2) The SOW (paragraph 5.1) has a list of 100% replacement parts – which are primarily consumable items. However the TO (9H2-5-261-3, paragraph 5.3.1.2) has an additional list of parts that “shall be replaced if available”. This list includes high dollar parts like LVDT’s, couplings, guides, etc. Is this paragraph applicable to the urgent requirement? If so, does the TO paragraph apply if the work is performed to OEM work documents in lieu of the TO? A2) The parts in T.O. 9H2-5-261-3 paragraph 5.3.1.2 shall be replaced if available. Replacing the parts improves the reliability of the actuator. The parts were not included on the 100% list since the parts are not always available for replacement. The re-manufacture of the rudder actuator shall follow the requirements in the applicable T.O. Q3) Paragraph 2.2.1b of the SOW requires replacement of any vane shaft P/N 3151-735 that doesn’t have an “A” designation by the S/N. Units without an “A” have a discrepant relief cut. Please provide guidance on estimated replacement percentage for the 3151-735 shafts due to the discrepant relief cuts. Data regarding the number of units shipped / fielded with discrepant relief cuts is requested in order to properly estimate the cost impact of this requirement. Allowing the discrepant relief cuts to be reworked would reduce the material costs and improve the TAT for affected units. Please advise if a rework procedure is available vs. the SOW required replacement. A3) Currently, the shop is receiving 50-70% rudder actuators that have suspect vane shafts installed. The AF does not have a re-work procedure for the vane shafts. Currently, they are sent to the OEM for re-work.
