Small Business Set-Aside: Total Small Business
Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is being issued in conjunction with FAR Part 13 Simplified Acquisition Procedures and FAR 13.5 Test Program for Certain Commercial Items. The solicitation number is FDA-15-223-SOL-1151700 and this solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-83 dated August 03, 2015. The associated North American Industry Classification System (NAICS) Code is- 5417111 - Research and Development in Biotechnology; Small Business Size Standard is 500 employees. This RFQ is a set-aside for small business. Contract Type: Commercial Item - Firm Fixed Price. REQUIREMENTS Part I: General Information (Introduction/Background/Scope) The U.S. Food and Drug Administration (FDA) National Center for Toxicological Research (NCTR), requires SOMAscan or equal Aptamer-Based Assay Kits inclusive of training. The assay kits will be used in biomarker discovery to measure over one-thousand types of human proteins and measure the proteomes of over 100 human plasma samples to target proteins involved in aging, cancer, cardiovascular, metabolic, inflammation, neurological, pulmonary, and renal diseases, etc. Part II: Technical Requirements A. Aptamer-based Assay Kits At a minimum the contractor shall provide: • Multiplex high-throughput assay kits • Shall simultaneously measure over 1000 human proteins in a single sample. • Scale up for the analysis of over 100 samples in a high throughput fashion. • For use with a minimum sample size of 65 uL or less of human plasma • Assays shall provide high sensitive, specific, reproducible measurement of targeted proteins in a high throughput fashion. • Targeted proteins should be involved in multiple types of diseases including aging, cancer, cardiovascular, metabolic, inflammation, neurological, pulmonary, and renal diseases, etc. • Median limit of detection should be at low pg/mL, median dynamic range should be at 4 orders of magnitude or greater, and median total coefficient of variation (CV) should be <10% for individual proteins. B. Training At a minimum the contractor shall provide: • The contractor shall provide training on the Government's site for a minimum of two (2) individuals designated by the FDA. • Training shall include but not be limited to: assay usage, quality control, technical requirements, data analysis, and troubleshooting techniques. • The contractor shall be responsible for all travel expenses i.e. airfare, lodging, and meals etc. associated with the on-site training • Contractor shall provide webinar training and phone support as necessary to address additional training for technical issues or data analysis needs. Part III: Supporting Information A. Offerors shall furthermore supply brochures, literature, and specification sheets describing the product features, functions and benefits, along with any scientific publications relative to the use of the product. The government is not responsible for locating or securing any information, which is not identified in the proposal. The provision at FAR 52.212-2 Evaluation-Commercial Items (Oct 2014) is applicable to this solicitation. (a) The Government will award a contract resulting from this solicitation to the lowest priced, technically acceptable responsible offeror. The lowest priced offer will be evaluated first. If the lowest priced offeror is not technically acceptable, the next lowest priced offer will be evaluated, and so on until a technically acceptable offer is determined. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
