Description
THIS IS A NOTICE OF INTENT FOR A SOLE SOURCE CONTRACT. THIS IS A NOTICE OF INTENT FOR A SOLE SOURCE CONTRACT. 1. Purpose of this Notice of Intent (NOI) Pursuant to Federal Acquisition Regulation (FAR) Subpart 5.2 -- Synopses of Proposed Contract Actions, this NOI is being issued by the Defense Health Agency (DHA), Contract Operation Division Falls Church (COD-FC) to conduct Market Research on Industry's Capabilities to provide follow-on support of the Enterprise Institutional Review Board Application (EIRBnet) currently provided under previous contract expiring September 29, 2015. The Defense Health Agency (DHA), Contract Operation Division Falls Church (COD-FC) intends to issue a 6-month Sole Source follow on contract to for EIRBnet services to support Institutional review board (IRF) activities in the conduct of clinical trials and other medical/health research performed by the military under FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" for Research Dataware, LLC, to continue operation of EIRBnet as a deployed system. 2. Scope This effort requires the continued development of this effort beyond the current contract expiration of 29 September 2015, to avoid a gap in service until the successor system, the Electronic Research Management and Oversight System (ERMOS) is available for users and a complete transition from EIRB to ERMOS can be completed. The ERMOS source selection is currently underway and a Fiscal Year 2015 award is anticipated. The DHA has a continuing need for the capability currently being provided for under the eIRB system. The proposed award to Research Dataware would provide continue support for the following functions: • Provide IRBNet License usage, IRBNet Functional Support, and IRBNet Document Backup Service. • This system is critical to the effective implementation of the $1.2 billion Defense Health Program (DHP) research and oversight activities. It is the primary electronic system that supports Institutional Review Board (IRB) activities in the conduct of clinical trials and other medical health research performed by the Military. This system governs research protocol submission, evaluation, approval, and oversight as required by regulation and is essential to the welfare of participants participating in these studies. IRBnet replaced a cumbersome, time-consuming, paper-based process that required frequent travel by IRB members, scientists, and physicians submitting protocols for evaluation. This process is now automated with review and approval occurring virtually, significantly reducing costs associated with submission, review, travel, and other delays in the IRB process. 3. How to Respond This is a Notice of Intent ONLY; it is not a request for competitive proposals. It is issued solely for Information and Planning Purposes - It does not constitute a Solicitation nor does it restrict the Government as to the ultimate Acquisition Approach. In accordance with FAR 15.201, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. All responsible sources may submit a capability statement which shall be considered by the agency. Should your firm desire to submit a capability statement, it should demonstrate the Offeror's experience and expertise to provide the services identified above within the time frame required and without substantial duplication of cost to the Government. The statement shall include business size; ability to self-perform work; layers of subcontracting; and any other information indicating a legitimate ability to meet these specific requirements. Statements should not exceed 5-10 pages in length. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this NOI. All costs associated with responding to this NOI will be solely at the interested vendor's expense. Not responding to this NOI does not preclude participation in any future Request for Proposal (RFP), if any is issued. The formal closing date for this NOI and submission of Responses is Monday, August 17, 2015 at 2:00PM EST.
