Identification of the agency and the contracting activity, and specific identification of the document as a quote mark Limited Source Justification quote mark. This is a Limited Sources Justification (LSJ) for the Defense Centers of Excellence for PH & TB. Acquisition conducted by the U.S. Anny Medical Research Acquisition Activity (USAMRAA) 2.Nature and/or description of the action being approved. The action being approved is for a Finn Fixed Price (FFP) purchase of VMWare licenses and support to accommodate the DCoE Silver Spring Metro Center 1 (SSMCI) datacenter virtualization requirements to suppo1t the server infrastructure. Fiscal Year 15 O&M funds will be used. 3.A description of the supplies 01 services required to meet the agency's needs (including the estimated value). Inaccordance with FAR 8.405-6(b)(l), items peculiar to one manufacturer, brand name only, only VMWare licenses and suppo1t can meet the Govemment's requirements. It is appropriate for the govemment to execute a limited sources contract for the maintenance renewal (suppo1t and subscription services) for VMware vi1tualization software solutions. The VMware software application proposed in this request represents a consolidated approach to enable cost efficient and effective implementation of blade and SAN technology with emphasis on reduction of resource utilization. The VMware software is used to create and operate a set of viitualized servers on a single hardware platform. Each vi1tualized server is provided a completely viitualized set of hardware to the guest operating system. Inthis way the hardware platform resources are leveraged by many virtual servers iinproving hardware platform utilization, reducing resource requirements and creating server portability. Many network services are hosted on individual hardware platfonns due to operating systems configuration incompatibility or security requirements. Inmost cases the services use ve1y little hardware resources such as CPU, creating inefficiencies. VMware allows DCoE to better reduce hardware costs by making better use of hardware resources. Since the servers' hardware is vi1tualized, servers become highly po1table between physical computers, because eve1y host looks nearly identical to the guest. Inpractice, a systems administrator can pause operations on a virtual machine guest, move or copy that guest to another physical computer, and there resume execution exactly at the point of suspension. This enables DCoE to respond more quickly to service concems that may occur. Also, it is iinperative that the DCoE hardware maintain consistent architecture to ensure continuity of operations. I This maintenance suppo1t provides that continuity of operations. 5.A Determination by the ordering activity Contracting Officer that the order represents the best value consistent lvith FAR 8.405-3(b)(l)(ii)(C) The Almy's Computer Hardware Enterprise Software Solution (CHESS) consolidated open buy site's pricing has been dete1mined to be fair and reasonable. Price comparisons will be conducted to ensure that all pricing is at or below the quoting vendor 's pricing. Inaddition to this, market research comparing the IGCE and previous awards will be conducted to ensure that the price quoted will be fair and reasonable. 6.A description of the market research conducted among schedule holders or FSS BPA holders and the results.01-, a statement of the reason market research was not conducted. Market research was conducted among CHESS contractors and one open market vendor. The three quotes received were: CDW-G Iron Bow Technologies, LLC Carahsoft Technology Corp 7.Any Other Facts Suppot1ing the Justification. DCoE has conducted a limited market research looking for a solution that would meet the functional requirements set forth above. Market research was conducted by reviewing/comparing technical capabilities of the reconunended product with a product offering similar capabilities. The following is a comparison and contrast of VMware ESX server and Microsoft Hyper-V viitualization software. Both are comparable server viitualization products. Some of the benefits that ESX has over Hyper-V is that it integrates with our Xiotech SAN and Xiotech Virtual View only workswith ESX to manage the SAN and virtualization. VMotion from VMware allows migration of vi1tual machines from one server to another without downtiine. From the security standpoint the ESX server that has an available STIG. Viitual Center for managing ESX server is integrated while MS Viitual Machine Manager is not integrated which iinproves functionality. ESX supports viitual CPUs which perfonn almost as fast as a bare metal configuration. ESX suppo1ts more viitual machines per hardware. Hyper-V does not suppo1t booting from SCSI disks and requires x64 based processor. 8.A Statement of Actions,if any, the Agency may take to remove or overcome any bartiers that lead to the exception to fair oppo1 tunity. Ifanother potential source emerges, DCOE will assess whether competition for future requirements is feasible. 9.Evidence that any supporting data that is the responsibility of the technical or requirements personnel and which form a basis for the justification have been certified as complete and accurate by technical or requirements personnel.
