Description

NOTICE: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR INFORMATION FOR BIDS (IFB). NO OTHER SOLICITATION WILL BE ISSUED IN RESPONSE TO THIS ANNOUNCMENT. THIS ANNOUNCEMENT WILL SERVE AS BOTH SYNOPSIS AND THE SOLICITATION. BIDS IN RESPONSE TO THIS COMBINED SYNOPSIS / SOLICITATION ARE DUE SEPTEMBER 11, 2015 AT 2:00PM EST. PROJECT LOCATION: The Department of Veteran Affairs (VA), Danville National Cemetery (NC) in Danville, Illinois. PROJECT TITLE: Project 809CM017 Access Road, Storage Bin and Sec 23 Drainage Corrections. This is 100% Service Disabled Veteran Owned Small Businesses (SDVOSB) in accordance with the Veterans First Program 38 USC 81257 and 8028. Only SDVOSB Firms currently verified in the VetBiz Vendor Information Pages (VIP) at www.vip.vetbiz.gov, with the Certified Veterans Enterprise (CVE) Seal on their registration will be considered. The Vetbiz database will be checked both upon receipt of an offer and prior to award. Firms must also have a current registration in the System for Award Management (SAM) database at www.sam.gov and have completed online Representatives and Certifications prior to award. SDVOSB firms that submit bids as SDVOSB set-asides that are not verified will be deemed nonresponsive. There will be no organized site visit. Pre-site visits by Bidders may be made only by appointment with the Cemetery Director, Mr. Sean P. Basumgartner at 815-423-9958.. The Danville National Cemetery is located at 1900 East Main Street, Danville, IL 61832 which is supervised by Abraham Lincoln National Cemetery 20953 W. Hoff Road Elwood; IL 60421. It is highly recommended that potential bidders visit the Danville National Cemetery to familiarize themselves with existing conditions prior to submitting a bid. All questions generated from the site visit shall be submitted in writing to the Contracting Officer to marilyn.rodriguez@va.gov. The project estimate price range of $500,000.00 and $1,000,000.00. The North American Industrial Classification System (NAICS) Code for this procurement is 237990 with a small business size standard of $36.5 Million. The offereor shall obtain any and all necessary licenses or permits required to perform this work in the State of Illinois. Prospective contractors must be registered and current in the following websites: http://www.vip.vetbiz.gov, and https://www.sam.gov to be eligible for award. A Joint Venture Agreement (JV Agreement) must be completed at the time of the bid opening and conform to JV requirements. JV Agreements shall be submitted with the bid. Bids will be accepted from only responsible and responsive contractors. Responses to the solicitation are due September 11, 2015 at 2:00pm EDT. Any amendments to the solicitation will available at www.fbo.gov. Offerors are responsible for acknowledging amendments. **AWARDS ARE SUBJECT TO THE AVAILBILIY OF FUNDS.**
