- THIS IS A SOURCES SOUGHT ANNOUNCEMENT. IT IS NOT A SOLICITATION, NOR DOES IT GUARANTEE A SOLICITATION WILL BE ISSUED. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted in response to this Sources Sought Announcement is strictly voluntary. The Government will neither award a contract solely based on this notice, nor pay for any information submitted by respondents. This notice is a request by the Government to collect information from interested vendors for the purpose of market research. Failing to provide a response to this announcement will not prohibit/exclude an interested vendor from participating in a future solicitation. The Government is looking for vendors who can provide a 19' to 21' boat meeting the following specifications: -The new boat must be deployable by NOAA research vessel and meet the size and dimension requirements stated below to fit seamlessly into our existing rotation of boats. •· Condition-A (Dry Weight and propulsion) - Complete weight of the boat empty and does not include required equipment, fuel, or the equivalent weight of persons •· Condition-B (Maximum. Carriage Capacity + CONDITION A weight) - Weight of the complete boat: includes all required equipment, fuel, and the weight of the persons at 185 lbs. per person for which it was designed to carry. •· Modified Condition-B (Minimum Carriage Capacity + Condition A weight) - This is a NOAA defined as a boat's Condition-A weight plus the weight of full fuel and required safety equipment, plus the weight of a reduced amount of supplies, gear, and personnel (at 185 lbs per person) that the boat can be hoisted while containing people. •· Provide a Rigid Hull Inflatable Boat (RHIB) with closed -cell foam collars for use in research operations on partially protected and un-protected waters. Desired dimensions are approximately 19' to 21' in length and max. beam of 9'. •· The hull design should maximize directional stability and slow speed maneuvering. Hull must provide high axial stability when persons are working over the side. •· The proposed boat shall be of an existing, proven design. Current production boats with reasonable modifications in materials, arrangement or dimensions may satisfy this requirement. The hull form and construction methods shall be directly traceable to at least three (3) production boats of the same design, or same family of designs, with at least one of these boats having a minimum of one year in successful commercial or government service. The total weight of the boat, including all electrical components (batteries, wiring, instruments, etc.), engines, and maximum fuel capacity shall not exceed 3700 lbs. •· The boat must have installed thru-hull attachment points for lifting, launching, and recovering the boat. Hardware must be rated at a 6:1 weight ratio safety factor of the condition B weight. See attached OMAO Policy and references. Lifting and towing hardware must be stamped with appropriate load ratings. All hardware must be serviceable. •· Provide one set of hoisting straps that meet the 6:1 weight ratio safety factor stated above •· All applicable American Boat and Yacht Council (ABYC) Standards and Recommended Practices, •· and all applicable requirements of 33 CFR Sub Chapter S are hereby incorporated in this specification •· unless otherwise stated. All equipment shall be installed according to the equipment manufacturer's instructions and requirements •· Vessel must be suitable for the marine environment. •· Minimum contiguous deck area 88"x68" •· Minimum carrying capacity of 3000 lbs. (cargo/personnel) •· Hull plating shall be 5083 and/or 5086 welded aluminum construction with minimum 0.250" bottom thickness and minimum 0.188" sides •· Cathodic protection per ABYC using aluminum anodes. Stand anodes off hull. •· Deck shall be self-bailing via two deck drains with sock type self-bailers •· All below deck compartments and spaces shall have appropriate access hatches for inspection/cleaning, and drain fittings for flushing •· Stand-up helm center console. •· Collar shall be closed cell foam, or of similar material. •· Provide one (1 ea) complete davit for deploying and recovering scientific equipment. Davit shall have a mount for attaching winches/pot pullers. The safe working load shall be at least 500 lbs. at full extension. The davit shall be removable from mount bracket when not in use. Design specifications and location of davits may be provided upon request. •· 1.5" diameter railings shall be installed along the gunwales both fore and aft. The railings shall be removable for recovery of scientific gear. Railings shall be of appropriate to provide solid support for bottom fishing rigs •· Forward tow post with twin SS cross-pin •· 8 to 12 removable Scuba Tank holders •· Motor cage with tow line guides •· Personnel recovery cutouts on both sides of collar •· The North American Industry Classification Code (NAICS) is 336612 with a size standard of 500 employees. Interested Contractors are requested to provide the following information in response to this Sources Sought Announcement: 1) A statement that you believe your firm has the capability to meet all these requirements and perform these services. 2) Your firm's DUNS number & CAGE code; 3) Your firm's SBA certified small business concern status. Specifically identify if your firm is HUBZone-certified, Service Disabled Veteran Owned, or in the SBA's 8(a) program. If your firm is not small, please state that it is a large business. 4) A brief description of your firm's recent past experience (within past 3 years) performing similar services. The information provided in response to this announcement is limited to five pages or less. All information shall be provided free of charge to the Government. The Government will not return any data provided in response to this announcement. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations.
