Description
The US Army Corp of Engineers, Portland District, CENWP-CT-S, 333 SW 1st Avenue, Portland, Oregon 97204 intends to issue a Request for Quote (RFQ) for the purchase of one (1) aluminum boat for use as a hydrographic survey boat and one (1) boat trailer to haul this boat. The contractor shall provide all labor, material, equipment, and engineering necessary to build the vessel. The contractor shall furnish a general arrangement plan and profile drawing of the cabin, decks, engine mounting, and all major equipment layouts to the Contracting Officer as part of the Proposal. The cabin will be a minimum of 108 quote mark long with raised companionways. The design shall include an over the side multibeam deployment system to utilize a Government-furnished multi-beam hydrographic survey system head. This design must include a mounting apparatus for raising, lowering, and operating the multi-beam unit securely, with no vibration. The contractor shall refer to sonar system manufacturer's guidance for the measurements of the sonar unit. Because of the uniqueness and critical importance of this design feature, the contractor shall show a history of successfully designed, constructed and operating survey vessels incorporating over the side mounts for hydrographic surveying. Government personnel will perform the actual installation of the sonar. The vessel shall comply with all current U.S. Coast Guard regulations, US Army Corps of Engineers Safety Manual (EM 385-1-1, dated 30 Nov 2014, Section 19 quote mark Floating Plant and Marine Activities quote mark ), and Federal and State environmental requirements with respect to a vessel's function, construction and equipment outfitting. All work, materials, equipment, and services necessary for complete and proper operation of the survey boat and its equipment that are normally standard equipment and not options shall be provided by the contractor and included in the price for the boat or boat trailer. Vessel is to be used as a hydrographic survey boat primarily on the Portland District Projects in both a salt water and a fresh water environment, and shall reflect that type of construction inside and out with appropriate sacrificial-anode type cathodic protection on the hull. All aluminum used shall be certified as marine-grade or for marine use. All welding shall be accomplished in accordance with the recommendations of the manufacturer of the material used in the construction of the survey boat. All edges shall be ground round and smooth and all weld splatter and slag shall be removed. All exterior seams and butts shall be ground flush and smooth and the hull plating shall be shrunk as required to remove all ripples and make fair. The boat shall be fitted to a bunk style, triple axle, aluminum gooseneck style trailer with a rated capacity that exceeds the calculated weight of the vessel completely outfitted and fully fuelled. Trailer shall be equipped with submersible LED tail and marker lights, electric over hydraulic disc brakes on all four wheels, bolt-on fenders, standard 7 pin wiring harness, and a single spare tire mount. A spare tire with carrier will be provided on trailer. Each wheel shall be equipped with an EZ-Lube, or equal, bearing lubrication fitting. Trailer shall be fitted with appropriate locations for tie-down straps or other securing features. The trailer shall have a hand winch for vessel loading, with 30' minimum, synthetic type, winch cable. Dimension Guidelines: Maximum Length: (bow to transom) 27' Overall Maximum (Max. Trailer) Width: 8'-6 quote mark Overall Minimum Width: 8'-3 quote mark Draft: 3'-0 quote mark maximum (outboard motors in down position). Maximum Vertical Clearance: (on trailer) 12' 4 quote mark Minimum Freeboard (Fully Fueled with Crew): 2'- 0 quote mark The contractor shall install four embedded lifting lugs capable of hoisting the vessel by vertical crane. The rear deck of the vessel may be flat from gunwale to gunwale, or recessed in nature. The deck must be self bailing with through transom drains and mechanical quote mark flapper quote mark non-return valves. This solicitation will be a total small business set-aside under NAICS 336612 with a size standard of 500 employees. The Government anticipates awarding one (1) Firm-Fixed Price supply contract for the acquisition of this boat. A RFQ will follow this announcement on or about 13 August 2015.
