Description
The US Government intends to solicit and negotiate with only one source, under the authority of FAR 13.106-1(b)(1)(i) to procure thirty (30) Eko-Tec personal body alarms, seven (7) chargers and incidental technical installation service. The one source is, PKE DEUTSCHLAND GmbH, Im Husarenlager 12a, Karlsruhe, D-76187, Germany. The requiring activity is the, US Army Regional Correctional Facility-Europe (USACA-E). This procurement is being conducted under simplified acquisition procedures in accordance with FAR Parts 12 and 13. The NAICS is 561621/19M. This is a firm-fixed price acquisition for approximately Euros 27,977.00 (approximately US $29,567.75). Under competitive contract W91QF4-14-F-0038 awarded 24 AUG 2014, the USACA-E procured Eko-Tec personal body alarms, chargers, and installation services and had them installed at the Sembach prison. Due to the increase prison population and more guards, additional body alarms are needed. It is not in the Government's best interest to compete this action since the Eko-Tec system is already installed and hard-wired at the prison. This notice of intent is not a request for competitive quotes. However, any party that believes it is capable of fulfilling the requirement as stated herein, may submit a written response-that is a capability statement, which clearly supports and demonstrates the ability to perform the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
