- NOTICE OF INTENT The Material Measurement Laboratory's Microscopy and Microanalysis Research Group (MMRG) conducts research on the development of innovative metrologies and measurement protocols for micro/nano-scale heterosystems analysis. Measurement techniques are used to determine sample composition as well as structural, electronic, and chemical properties of a wide variety of organic, inorganic and biomolecular systems where materials of interest are typically present as either micro/nano-scale features or monolayer/multilayer films. NIST requires an upgrade to the existing Materials Coherent Raman Laser System with a Coherent Laser Group's Chameleon Discovery to provide synchronized, ultrafast, high power, two color, tunable excitation: 100fs at 900nm, >1300mW at 900nm, tunable from 680-1300nm, second output at 1040nm, 1500mW and 160fs pulse width. This upgrade will augment NIST's existing Materials Coherent Raman Laser System already in-use in the NIST/MML laboratory, which will increase the spectral coverage and improve the usability and performance of the existing system. This system is certified and custom designed with software, optomechanical and optoelectronic components that have been developed to accommodate the required systems and the systems' elements pin-to-pin matched to NIST's Coherent Raman Measurement facility. The upgrade will allow the Material Measurement Laboratory's Microscopy and Microanalysis Research Group (MMRG) to make improvements in the technology of the measurement tools and techniques for the microanalysis of materials systems: imaging and analysis of inorganic/organic nanostructure and morphology. The purchase of this Laser system upgrade is necessary to permit the imaging and analysis of chemically complex samples such as organic/inorganic nano-composites, biofilms, compacted powders and fibers. Any deviation from compatible components would result in a reduced level of performance and extensive costly reengineering and retrofitting. The system must be compatible with Cohernet Laser components and sub-systems to ensure maximum results. NIST cites 41 U.S.C. 3304(a)(1) (see excerpt below) as the primary rationale for the Sole Source Determination. Only one responsible source and no other supplies or services will satisfy agency requirements. Coherent is the sole manufacturer and distributor of the hardware and software upgrade components required due to compatibility of the existing system with the upgraded components. In addition, Coherent technicians are the only certified technicians for installation and training services for Coherent equipment. The NAICS Code is 334516, and the standard size is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by August 21, 2015. Inquiries will only be accepted via e-mail to kandy.clark@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
