RFP is bookmarked for ease of reading and applicable attachments are linked to the main document. Offerors should look for the paperclip with the FA810915R0001 attachment. You may have to enable all features to see attachments and bookmarks. Government Property is uploaded as separate attachment. Added: Revised Inquiry and Comment Tracker, 11 Aug 15. Attached: DLA Memorandum of Understanding. DLA is providing the opportunity as stated in the MOU to all interested offerors. The Air Force is not mandating use of the DLA offer per the MOU. Offerors that decide to team with DLA must clearly identify the DLA teaming arrangement in their proposal. The Air Force will not consider equitable adjustments related to prime contractor and DLA relationship. Attached: DoD Emall Access assistance document. This document will assist contractor with obtaining the necessary access to DoD Emall. Attached: Implementation Agreement Attached: Material Request Form 12. This form is used by CSD artisans to request parts and will be provided to the contractor per CSD. Attached: Pricing Matrix/Cost Model. Note, as directed by the Department of Defense, all PBL acquisitions must not exceed the status quo cost. Since the latest draft RFP, the Government realized approx. $18 million of Air Force material was not discounted from the maximum cost, the DLA World-Wide support was removed from the acquisition, and Assumed Workload for Awaiting Parts and Work In Process was also removed from the acquisition. This caused an adjustment to contract maximum price which is now $191.9 million. The contract maximum price is subject to change at official RFP release as result of further cost analysis. In addition, to protect the government from exceeding the status quo cost, a new technical data package (TDP) had been uploaded to this announcement on or about 6 Aug 15 with 11 files attached under the following. Label: Constant Speed Drive "PBL" Data Package 8/06/15 PR #: Constant Speed Drive "PBL" Data Package 8/06/15 This TDP reveals a correlation between piece-parts demand and produced CSDs and therefore establishes a CSD Test-Reject rate baseline. See RFP Preamble. While this baseline protects the government it also demonstrates a great potential for cost savings to potential offerors that can improve parts quality, production, and workmanship by reducing the test-reject rate.
