- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This RFQ is in response to the requirements of the United States Army Medical Research Acquisition Activity (USAMRAA) on behalf of the Armed Forces Medical Examiners System(AFMES), Dover Air Force Base, DE to provide Agencourt Ampure XP according to Minimum Essential Characteristics (MECs) listed in the Request for Quote (RFQ). This is a Brand Name or Equal requirement. Any equal item must meet the salient characteristics listed in the Minimum Essential Characteristics in the RFQ, must be clearly identified by brand name, if any, and make or model number, and offeror is required to provide sufficient descriptive literature and technical documentation to allow for thorough evaluation in accordance with FAR Provision 52.211-6 - Brand Name or Equal. Please see the attached RFQ for details. SPECIFIC REQUIREMENTS This requirement will be a Firm Fixed Price (FFP) contract. Performance requirements for this contract are provided in the attached Minimum Essential Characteristics (MECs) of this RFQ. Your submission must include your quote as a Firm-Fixed Price order and shall also address all requirements as stated in the request for quote. The Offeror's price proposal shall also include all other costs and reductions, discounts, or rebates offered. Offers must be submitted in writing (oral offers will not be accepted). These items are needed at Armed Forces Medical Examiners System(AFMES), Dover Air Force Base, DE. Delivery is FOB Destination no later than 20 days after date of contract. Quotes will be evaluated on the basis of lowest price technically acceptable (please see the full text of 52.212-2 in the attached Solicitation document for this RFQ). Offerors shall certify and return DFARS clause 252.209-7999 regarding unpaid delinquent tax liability. Offerors' quotes shall be submitted in English and in US dollars and shall also remain open for a minimum of 90 days from the date of submission. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the System for Award Management (SAM) database https://www.sam.gov/portal/public/SAM/. The Government intends to award an order without discussions. Offeror shall provide their best, complete proposal upon initial submission. The Government reserves the right to hold discussions if deemed necessary by the Contracting Officer. PROPOSAL DUE DATE: No Later Than (NLT): 21 August 2015 at 4:00 PM Eastern Time. Price quotes must be emailed to Darrell Beaver at darrell.l.beaver4.civ@mail.mil.
