- This is a pre-solicitation notice for the construction acquisition Construct 4-Inch Gas Line in the Southwest Loop at Cannon AFB, New Mexico. Type of resultant contract is a Firm Fixed Price (FFP) contract. The estimated magnitude of this project is between $500,000.00 and $1,000,000.00. This solicitation will follow those procedures outlined n FAR Part 36.303-1 and 2. Phase One will select no less than three and no more than five of the most qualified contractors to make proposals in Phase Two. Phase One will be based on the following factors: 1. Technical approach (but not detailed design or technical information) 2. Technical qualifications, such as: (A) Specialized experience and technical competence; (B) Capability to perform;(C) Past performance of the offeror's team (including the architect-engineer and construction members) Phase Two will consist of evaluation factors consisting of: 1. Technical acceptability 2. Price and price related factors The resultant contract will be awarded to a single offeror who provides the Government with the best value, Low Price Technically Acceptable (LPTA) process in accordance with AFFARS 5315, Solicitation number FA4855-15-R-0028 is being issued as a Request For Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-81. All applicable provisions and clauses are included in the actual solicitation. This electronic announcement constitutes the only pre-solicitation notice being issued. The solicitation is expected to be issued on or after 1 September 2015. The closing date and time for submission of qualifications will be contained in the solicitation package the date and time for pre-proposal conference will be also be announced in the solicitation package, which will be made available on Electronic Posting System (EPS) government point of entry (GPE) web site at http://www.fedbizopps.gov at that time. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Potential offerors MUST register at http://www.fedbizopps.gov in order to receive notification and/or changes to the solicitation. Contractor MUST be registered in the System for Award Management (SAM) database along with having completed Online Representations and Certifications or his/her proposal will not be considered. Further information on SAM web site https://www.sam.gov/portal/public/SAM/. This acquisition has been set aside 100% for Small Business Firms, all others will be deemed non responsive. The North American Industry Classification System (NAICS) code is 237120, Oil and Gas Pipeline and Related Structures Construction. The small business size standard is $36.5 Million. NO PARTIAL PROPOSALS WILL BE CONSIDERED. NO PARTIAL AWARDS WILL BE MADE. Please acknowledge all requirements of the solicitation in proposals.
