- The Fleet Logistics Center (FLC) Jacksonville, 110 Yorktown Rd, Jacksonville, FL 32212-1095 intends to procure a bird strike data system for the Chief of Naval Air Training to provide collection, analysis, and presentation of bird position and movement data including displays and warning alerts for the Commander, Training Air Wing Two. The bird strike system shall provide all bird position and movement data for the departure and arrival corridors for four runways. The contractor shall also deliver training for users on operation, minor maintenance, and data extraction and evaluation. The system shall include four monitors or displays and tablet style monitors or portable laptop displays, provide both visual and audible alarms, and be supported by the contractor ™s computer system or network. FLC ™s intent is to issue a firm fixed price contract in accordance with FAR Part 12 (Commercial Items) and FAR 13.5 (Test Program for Certain Commercial Items) procedures. The solicitation will require the submission of a non-price proposal as well as a price/cost proposal. The resultant contract will consist of a base ordering period of one (1) year with four (4) one-year option periods. The base period under the resultant contract is expected to begin 21 September 2015. The Government intends to award a single firm fixed price contract to the eligible, responsible offeror whose proposal represents the lowest priced, technically acceptable offer. The specific evaluation criteria will be outlined in the solicitation. The full solicitation (Number N68836-15-T-0342) will be made available on the Government Point of Entry (GPE), Navy Electronic Commerce Online (NECO) website on or about 17 August 2015. The solicitation will indicate the closing date. Additional information for this requirement will be listed in the solicitation. This requirement is set aside 100% for small business concerns who qualify under the North American Industry Classification System (NAICS) Code 541620 with a size standard of $15,000,000.00. Interested parties may download the solicitation upon its issuance to the following website: www.neco.navy.mil. Interested parties are solely responsible for monitoring of the aforementioned website for postings of the solicitation and any amendments thereto. Paper copies will not be available. The Government will not pay for information submitted in response to this notice. The solicitation response date is tentative and subject to change.
