- Market Survey - Paving. Please fill out and return this survey in accordance with the instructions listed within this sources sought. This is a Sources Sought/Request for Information only. This is not a Solicitation Announcement, nor is it a Request for Proposals. This request does not obligate the Government in any contract award. The U.S. Army Corps of Engineers, Savannah District, is conducting research to determine the market capabilities of potential contractors to support its Sustainment, Restoration, and Modernization program which includes SRM funded work as well as some new military construction. The SRM program primarily supports Army and Air Force installations located in Georgia, South Carolina, and North Carolina but work may also be performed at other Federal Facilities located within these states. This notice is intended to identify qualified sources under NAICS 237310, Highway, Street and Bridge Construction, capable of providing rapid response Paving Construction and Design/Build Paving Construction, rehabilitation, maintenance or repair of situations relating, but not limited to, Airfield, helipads, highways, streets, concrete aprons, sidewalks, pavers, storm drainage, detection loops, pedestrian bridges, parking lots, traffic lines, traffic markings, traffic controls, and site preparation of Government facilities. The SRM program typically includes one or more Single Award Task Order Contracts (SATOCs) for paving work at a single installation. Current SATOCs are located at Fort Bragg, NC and Fort Gordon, GA. These SATOCs are for five years and have a maximum capacity of $25M to $95M. Individual task orders under these contracts can range from $50K to $5M. Due to the nature of the Program, the majority of task orders will be negotiated and awarded in the third and fourth quarters of each fiscal year. The goal of the Savannah District is to identify well qualified firms capable of executing paving work over the next five years. The responses received to this notice will provide the basis for determining where to place contracts, contract values, and the set-aside category to be used. THEREFORE, IT IS CRITICAL THAT FIRMS INTERESTED IN THE OPPORTUNITY TO SUPPORT THIS PROGRAM COMPLETE AND RETURN THE ATTACHED SURVEY. FIRMS ARE CAUTIONED TO CAREFULLY CONSIDER WHETHER THEY POSSESS THE REQUISITE CAPABILITY, CAPACITY, EXPERIENCE, AND FINANCIAL/BONDING CAPACITY TO PEFORM MULTIPLE PROJECTS AT MULTIPLE LOCATIONS SIMULTANEOUSLY. Surveys are to be completed with all requested information and submitted via e-mail to the attention of Andrew.k.page@usace.army.mil. TO BE CONSIDERED, SURVEYS MUST BE RECEIVED AT THE SAVANNAH DISTRICT NO LATER THAN THE CLOSE OF BUSINESS, AUGUST 26, 2015.
