- NASA Goddard has a requirement to continue work under the Land Mobile Radio (LMR) contract NNG10FG01C with Harris Corporation. The LMR contract provides maintenance support services to include emergency preparedness communication requirements in addition to routine day-to-day mission, logistics, safety, environmental, mechanical, information services, facility, and security communications needs.The Contractor shall maintain and repair all system infrastructure as well as all hand-held and desktop units in order to meet these communications requirements. The Contractor shall provide preventative and corrective maintenance for all LMR system components at NASA Goddard Space Flight Center (GSFC) and Wallops Flight Facility (WFF). Hardware maintenance includes bi-annual preventative maintenance pursuant to manufacturer recommendations and repair or replacement of failed parts. Software maintenance includes the fielding of firmware, application software, and Operating System (OS) updates to improve functionality or the information technology (IT) security and availability of the LMR system; and corrective action as required to maintain operational software. The Contractor has the responsibility to ensure that replacement parts for the core system are readily accessible to support corrective maintenance service levels. NASA intends to award a sole-source contract extension, for an additional six (6) months through February 13, 2016, to Harris Corporation pursuant to 10 U.S.C. 2304 (c)(1), Only One Responsible Source; the contract value will increase as a result of the extension.This extension will allow the continuation of current work and the addition of new work until the competitive follow-on contract, LMR Maintenance Contract (Greenbelt & Wallops), is awarded. The follow-on competition is in process. The contract extension is necessary to ensure the continuity of maintenance services to NASA (GSFC) and (WFF). Maintenance support and services are a mission critical function to NASAs Communications and Security Services Division (Code 761). The LMR contract provides support for the existing Enhanced Digital Access Communication System (EDACS) LMR system. The system is used by NASA to support emergency preparedness communication requirements in addition to routine day-to-day mission, logistics, safety, environmental, mechanical, information services, facility, and security communications needs. A sole-source award to Harris Corporation for the contract extension is necessary due to the nature and urgency of the work performed under this contract and the fact that we are conducting a competitive follow-on procurement. Harris Corporation has the combined training, experience and expertise to provide uninterrupted continuation of mission critical IT support. Should these services be interrupted it would greatly jeopardize the NASA Goddard mission. NASA Goddard will be unable to utilize the IT infrastructure and systems required for daily operations. If NASA attempts to procure these services from any other source for this interim period, it will cause impacts in fulfilling NASAs mission due to the additional time needed for any other source to reach the current level of expertise of Harris Corporation. Because of the time in procuring and planning another contract, Harris Corporation is considered the only contractor that can meet NASAs needs given the short term of the extension. Interested organizations may submit their capabilities and qualifications to perform the effort in writing, via e-mail, to the identified point of contact no later than 2:00 PM local time on Tuesday, August 25, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon the responses of this notice, is solely within the discretion of the Government. The Government does not intend to acquire a commercial item using FAR Part 12.Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
