Description
MARKET SURVEY - Request for Information (RFI): The Naval Surface Warfare Center (NSWC), Port Hueneme Division (PHD) is seeking information from interested parties for MRCTS Case. This RFI is focused on identifying capabilities in the market place and obtaining related technical information for Manufacture and Sale of MRCTS. The envisioned work anticipated to be performed by a contractor as a result of a potential future solicitation is identified in this sources sought and technical drawings. Drawings have been classified as restricted. Interested vendors must have a valid DD form 2345 to gain access to drawings. Requested Information: The Navy requests the following information from parties interested in responding to this RFI: •a. Company Name, Address, CAGE code •b. RFI Response Point of Contact name, telephone number, and email address •c. Information describing company capabilities, resources, experience, and product lines that demonstrate an ability to perform the work described. •d. Feedback and questions regarding the feasibility or challenges for performing the work described. Vertical Launching System (VLS) is a missile weapon system throughout the Navy fleet. Missile Round Cable Test Set (MRCTS) is a diagnostic testing system that is use to test, diagnose and certify that VLS and its subsystems are perfectly functional and safe for operational deployment. Part #5497151 Rev B+ is the MRCTS Case. This case houses the complete MRCTS system and is in use with all MRCTS systems in the field. The case is use for transporting (may be frequent) and protecting the MRCTS system. This is not a standard commercial case, its unique size and function is specifically design to house the MRCTS only, thus, there is only one source of supply. This product is in use with all MRCTS system ever built. It provides physical protection and concealment of the MRCTS system during its frequent required transport from the various testing locations. The case also protects the MRCTS from all-weather elements included but not limited to rain, heat, and humidity. P/N 5497151 Rev B+ aid protecting the MRCTS from both electromagnetic interference (EMI) and radio frequency interference (RFI). Because this case is specifically design for the MRCTS characteristics and functionality, only this product can be used. The case is made of aluminum alloy and is rubber seal (gasket) per MIL-R-6855, CL 2, GRADE 60. The gasket must be bound to the mounting flange utilizing WS19177 adhesive in accordance with WS 19176 procedures. This combination makes the system non-porous and seal off the MRCTS from humidity and salty air. Temperature range of operation for the case is -65 O F to +160 O F. To retain the structural integrity, the rivets are install per WS19167 with zinc chromate applied per TT-P-1757 during and after installation of rivets to effect a continuous coating. The MRCTS weights 84 LBS but the case must be able to withstand a load of 400 LBS. The ambilical cables that connect to the MRCTS are bulky and heavy, when these cables are connected to the MRCTS its case center of gravity prevents the MTCTS system from tilting over. The case must have a relief valve that operate automatically upon exposure to over pressure of 1.5 PSI or vacuum at 1.5 PSI. This valve must operate at these trip ratings upon manually depressing a built in relief button. The case acts as a shield around the MRCTS thus protecting MRCTS electronics from spurious event form other shipboard operating relays. P/N 5497151 Rev B+ shielding is complient per MIL-STD-1857 and MIL-STD-464. This product is use to house the MRCTS system. It is not a standalone product and is needed in the assembly of the MRCTS. The MRCTS is use to test and diagnose the ambilical cables that connects VLS launch sequencer to the canister. Thus the MRCTS plays a critical role in certifying the ambilical cables for use in deployment of Navy ships. Per Navy doctrine, Safety and reliability of its missile systems is an overarching objective; hence, this product will not be allowed to degrade or limit the operational or environmental tolerance characteristics of the VLS electronic system with which it is intended to be used. This product is used protecting the entire MRCTS subsystem during transport through both commercial and DoD entities; consequently, the case will be expose to all weather elements, experience abrasion from handlers or other material whilst it is transported. The case will be expose to sea side conditions (such has high humidity and salt air) and can experience physical shock (due to high intensity waves) while on ship. Generally, the case will be with the MRCTS system during the docking certification process and will therefore be expose to high humidity, vibrations and electromagnetic interference (EMI) but must also be useable in all environments specified for a Class 1 test instrument as defined within MIL-PRF-28800. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding upon the Government. Responses to the RFI are required to be received no later than 12:00 PM Pacific Standard Time on August 18, 2015. Responses should be provided in formats compatible with Microsoft Office 2007 for Windows or Adobe Portable Document Format (pdf). Receipt of RFI responses will be acknowledged. RFI responses will not be returned. The mailing address for RFI responses is provided at the end of this announcement. Following the date of response submission, the Government may contact respondents to seek clarification of submitted information. The Government WILL NOT PAY for any information received in response to the RFI nor will the Government compensate respondents for any cost incurred in developing information for, participating in meetings with, or engaging in discussions with the Government. Proprietary and Limited Distribution: It is incumbent upon parties providing responses to the RFI to identify all data contained within that is proprietary or has limited distribution requirements. All information marked as proprietary information will be safeguarded to prevent disclosures to non-governmental personnel and entities. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This RFI does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Additionally, any costs incurred by interested companies in response to this announcement will NOT be reimbursed and are NOT considered allowable direct charges to other contracts or tasking.
