Description
The Bureau of Reclamation intends to negotiate on a sole source basis with California ¿s Department of Water Resources (DWR) under the authority of FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The purpose of this acquisition is to implement the Suisun Marsh Preservation Agreement (2015 SMPA) in conjunction with the Suisun Resource Conservation District (SRCD) and State of California (Public Law 99-546). The 2015 SMPA and PL 99-546 are intended to mitigate the impacts associated with Central Valley Project (CVP) and State Water Project (SWP) operations on the Suisun Marsh. The 2015 SMPA is a four-party agreement between Reclamation, SRCD, and California ¿s Department of Water Resources (DWR) and Department of Fish and Wildlife (DFW). The 2015 SMPA identifies all associated tasks, roles and responsibilities each signatory agency has to implement. The PL 99-546 identifies that Reclamation and DWR will cost-share the implementation of the 2015 SMPA. A sole source justification is being prepared in support of this acquisition. Firms believing they can provide these supplies or services listed above must provide written notification to the Contracting Officer with supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive proposals. All responses received within 15 calendar days of the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses should be emailed to the Government point of contact for this acquisition. Responses should include the firm's Dun and Bradstreet number (DUNS) and Tax Identification Number (TIN). Firms should identify business size (i.e. small business, other than small business, etc.) in accordance with the size standard for NAICS Code 541990 which is $15 Million.
