- Combined Synopsis/Solicitation AWMA West Virginia AG-3D47-S-15-0005 SF 18 Request for Quotation AWMA West Virginia This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number AG-3D47-S-15-0005 is issued as request for quotation (RFQ). The acquisition procedures at FAR Part 13.5 are being utilized. The Government anticipates the award of a firm fixed-price, purchase order. Award will be made to the responsible offeror whose quote responds to the terms of the RFQ and is more advantageous to the government. It is estimated that all work shall be completed by October 30, 2015. Description of the services include providing an Area Wide Market Analysis (AWMA) for all six regions for the West Virginia Agricultural Conservation Easement Program (ACEP). The report shall contain a land value by each region. This work will include examining both the land uses in each market area requiring opinion of typical fair market value and request the contractor's report on any NRCS conservation easement encumbered property sales in a separate section. Please refer to the following documents: Attachment 1, Work Specifications with Exhibits 1 and 2, Attachment 2, Pricing and Certifications, Attachment 3, Vendor Information Sheet and Attachment 4, Wage Determinations 05-2573 and 05-0317 dated 7/8/2015 which are incorporated and made a part of this Solicitation. This procurement is being handled on behalf of the USDA NRCS West Virginia State office by the USDA NRCS Caribbean Area Office in Puerto Rico. Offers are due on Wednesday August 26, 2015 no later than 4:30 pm, Eastern Time.
