***AMENDMENT 0006: UPDATES, SECTION H CLAUSE 52.211-11, LIQUIDATED DAMAGES*** Amendment 0006 updates the Solicitation, Section H Clause 52.211-11: Liquidated Damages, to clarify the cap on consideration for delinquent deliveries and to modify the fielding factor table (see summary of changes, Solicitation Amendment 0006) ***END AMENDMENT 0006*** ***AMENDMENT 0005: QUESTIONS AND ANSWERS THROUGH 4 AUGUST 2015, UPDATES*** Amendment 0005 updates Solicitation documents, changes the date for Offeror Oral Presentations to 19 August 2015, provides Government responses to industry questions recieved as of 4 August 2015, and extends the proposal due date to 17 August 2015 (see summary of changes, SF 33). Questions received after 4 August 2015 shall be addressed in a subsequent amendment. Solicitation Documentation Changes: Standard Form 33 (SF33), Section 9 response time and date changed to 12:00PM (noon) Eastern Standard, 17 August 2015. Section J, Attachment #1- FWS-S Purchase Description (PD), Table 4.6-1 Inspection Matrix, has been revised to clarify responsibility for verification of the Weapon/ FWS-S Accuracy requirement (see response to Question #56 for details). An answer to question #56 was deferred in the previous amendment, so is answered via Amendment 0005. NOTE: The revised Attachment #1- FWS-S PD dated 4 August 2015 is a restricted distribution attachment. The revised FWS-S PD shall be provided to offerors via AMRDEC SAFE distribution. To request the updated FWS-S PD, contact administrative POC Mr. Steven Lopez: email Steen.E.Lopez3ctr@mail.mil and CC Contract Specialist Mr. Andrew Mitchell: email Andrew.C.Mitchell1.civ@mail.mil. Offeror Oral Presentations (see Section L, Paragraph 1.1.3) will be held 19 August 2015 at Fort Belvoir, VA. Once proposals have been received on 17 August 2015, the Contracting Office will contact each offeror and provide the specific time and location for their oral presentation. ***END AMENDMENT 0005*** ***AMENDMENT 0004: QUESTIONS AND ANSWERS THROUGH 28 JULY 2015, UPDATES*** Amendment 0004 updates solicitation documentation and provides Government responses to questions received as of 28 July 2015. Questions received after 28 July 2015 date shall be addressed in a subsequent amendment. Solicitation Documentation Changes: Section H, Clause 52.211-11 LIQUIDATED DAMAGES has been updated for clarification (see response to Question #51 for details). Section J, Attachment #1, FWS-S Purchase Description has been revised to remove Para 3.7.9.3 Blowing Rain (Objective) from the body of the Purchase Description and from Table 4.6-1 to eliminate redundancy. The test methodology for paragraph 3.7.9.1 Rain, is governed by MIL-STD-810G with Change 1, Method 506.6, Procedure I, which calls out both wind and rain conditions for the testing. A separate blowing rain test would be redundant. Section J, Attachment #1, FWS-S Purchase Description, Table 4.6-2 has been revised to include Display Brightness row, which was inadvertently left out of the table. Section J, Attachment #1, FWS-S Purchase Description, Para 3.7.17 and Tables 3.7.17-1, 4.6-1 and 4.6-3 have been modified to clarify live fire testing requirements (see responses to Question #42 and #43 for details). Section J, Attachment #1, FWS-S Purchase Description has been revised to delete Paragraph 3.10.25 Stand-Alone Mode (see response to Question #54 for details). NOTE: The revised Attachment #1 - FWS Product Description dated 29 July 2015 is a restricted distribution attachment. The revised FWS-S PD shall be provided to offerors via AMDREC SAFE distribution. Section J, Attachment #7, Total Evaluated Price (TEP) Matrix, has been updated to correct a formula error (see response to Question #50 for details). The updated Attachment#7 will be posted to ASFI. Section L, Paragraph 1.1.1.1.2 is amended to add the following: quote mark All Offerors are advised that ASSIST2Industry has been updated and it is now the responsibility of PRIME Contractors to establish accounts for their SUBCONTRACTORS to respond to Government ENs. A separate area within ASSIST2Industry has been created to allow authorized Subcontractor POCs to upload proposal files only. Subcontractors will not be able to access any other information on the ASSIST2Industry website (e.g. Questions/Evaluation Notices, Responses, etc.). Once a Subcontractor has been added, they will receive a user ID (e.g. subcontractor0001) and password (an initial password) that will be sent via two separate system generated e-mails. A Subcontractor will have one user ID for all PRIMES and solicitation responses, i.e. if you are a Subcontractor to multiple Prime Contractors and multiple solicitation responses, you will only have one user ID. Once an account has been established for the Subcontractor, go to https://ASSIST2Industry.army.mil access the account. Prime Contractors will only be able to see the number of files submitted by their Subcontractors; but, will be UNABLE TO VIEW the Subcontractor's files. NOTE: Both Prime Contractors and Subcontractors are instructed to review the ASSIST2Industry User's Guide, located under the quote mark Getting Started quote mark tab on the website. The guide has been updated and provides step by step instructions on how to perform functions and navigate the website. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined Synopsis/ Solicitation, prepared in accordance with Federal Acquisition Regulations, publicizing of contract actions (Part 5). Solicitation W91CRB-15-R-0019 is for the procurement of Family of Weapon Sights- Sniper (FWS-S). This is NOT a commercial-item solicitation. The Army Contracting Center- Aberdeen Proving Ground (ACC APG) has a requirement for the Family of Weapon Sights- Sniper (FWS-S). The FWS-S shall be mounted in-line with the Sniper's day sight, enhancing the Sniper's ability to engage targets accurately, in all light levels, and limited visibility scenarios. The FWS-S will be a critical enabler that will allow the Sniper to detect, observe, and engage targets with minimal or no interruption or impact on the Sniper's normal daylight tactics. The FWS-S will be the first clip-on thermal sight specifically developed and fielded for the Sniper Community by the U.S. Army. This procurement shall be a single award, five (5) year Indefinite-Delivery Indefinite-Quantity (IDIQ) contract, to be executed in three (3) phases. Phase 1 is the initial award contract, to design, build, and test Engineering and Manufacturing Development (EMD) test articles. Phase 1 shall be a Cost-Plus Fixed-Fee (CPFF) contract type. Phase 2 consists of delivery orders to design, build, and test Low Rate Initial Production (LRIP) systems. Phase 2 shall be a Firm-Fixed Price (FFP) Contract Type. Phase 3 consists of delivery orders to build and deliver Full Rate Production (RFP) systems. Phase 3 shall be a Firm-Fixed Price (FFP) Contract Type. The minimum guarantee under this contract is $2M. The total maximum quantity under this potential contract award shall be 5,375 systems, to include all orders.
