- Class A Foam Concentrate Phos-Chek WD881 info Interested vendors please complete and return attachment_1 by notice closing date The U.S.Department of Agriculture, National Veterinary Stockpile ( USDA/NVS) located in Kansas City, MO is in need of a 5 year Firm Fixed Priced Indefinite Delivery Indefinite Quantity (IDIQ) contract to supply Class A foam concentrate -(Phos-Chek WD881 or name brand equivalent), to be used for USDA APHIS Logistics Center surge support. BACKGROUND The US National Veterinary Stockpile (NVS) is the nation's repository of vaccines and other critical veterinary supplies and equipment. It exists to augment state and local resources in the fight against dangerous animal diseases that could potentially devastate American agriculture, seriously affect the economy, and threaten the public's health. Homeland Security Presidential Directive 9 established the NVS in 2004. It required the NVS to deploy within 24 hours "sufficient amounts of animal vaccine, antiviral, or therapeutic products to appropriately respond to the most damaging animal diseases affecting human health and the economy. The directive reflects the nation's concern that terrorists could simultaneously, in multiple locations, release disease threats of an unprecedented magnitude; thus, the need for an NVS that could deliver at the least cost, large quantities of critical veterinary supplies and equipment to the right place at the right time for as long as is necessary. The NVS stores its inventory in multiple locations and in sufficient volume to ensure its ability to respond to multiple, large-scale, simultaneous animal disease outbreaks. The product comes in both 5 gallon containers (48/pallet) and 55 gallon drums (4/pallet) There will be a separate line item for estimated shipping (not to exceed an amount to be determined ). Actual shipping cost will be determined when orders are placed. Upon award of Contract USDA APHIS SPRS Logistics Center in Kansas City, MO will need an initial purchase of (24 ea) 55 gallons drums (6 pallets) of Phos-Chek WD881 Class A foam concentrate (Brand Name or Equal) to be delivered 30 days after receipt of order for use in foam depopulation units maintained by the NVS during a foreign animal disease outbreak situation. SURGE QUANTITIES - Vendor must be able to deliver at least 26 pallets of either the 5 gallon containers or 55 gallon drums anywhere in the continental U.S. within 48hours. SALIENT CHARACTERISTICS - The Class A foam concentrate should be Phos-Chek WD881 or name brand equivalent with the following typical properties: • Viscosity of 50 centipoise at 75 degrees F, 150 centipoise at 40 degrees F, 450 centipoise at 32 degrees F • Density of 8.53 lbs per US gallon • pH of 7.0 - 8.5 In addition, the foam shall meet the following: • USDA Forest Service approved • Underwriters Laboratory (U/L) Listed Wetting Agent • Contain no hazardous materials • Readily biodegradable Interested sources are encouraged to complete and return Attachment 1 to the contracting office. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
