- This is for information and planning purposes and shall not be construed as an obligation on the part of the Government. The purpose of this sources sought is to identify all qualified businesses, including Service-Disabled Veteran-owned Small Businesses (SDVOSB) Veteran-Owned Small Business (VOSB), Small Disadvantaged Businesses (SDB), Women Owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, 8(a) Small Business and Large Business concerns that are interested in and capable of performing the work described herein. The NAICS code being considered is 624221 and the corresponding size standard is $11 Million. Your response to this sources sought will assist the Government in determining the appropriate acquisition method, including whether or not a reasonable expectation of a set-aside exists. The Department of Veterans Affairs, Veteran's Integrated Services Network 21, Network Contract Office is seeking information to aid in determining potential contractor's capabilities to provide mass care shelter services for homeless veterans in need of immediate placement and/or emergency housing in a safe environment. Critical Capability Element: Contractors must be mission capable at the time of award. For the purpose of this notice, "mission capable at the time of award" means the following: "Have an operational emergency mass shelter facility that conforms to the board and care type occupancy in the latest edition of the Life Safety Code, National Fire Protection Association (NFPA) Standard 101 and be operated in compliance with all Federal, state and local laws. Qualified firms should send their information by email to tracy.worrell@va.gov or by fax to 775-788-5552 no later than 12:00 PM Pacific Standard Time August 21, 2015. Information shall include: 1.The firm's socio-economic category 2.Proof of System for Award Management (SAM) Registration showing current registration with no active exclusions. 3.Capability Statement to address the following: a.What is your shelter's capacity? b.What types of direct services are provided by your facility? c.What experience does your facility have working with homeless veterans? 4.Documentation verifying that the facility has a current occupancy permit by the authority(s) having jurisdiction required for the operation of the facility.
