Description
Social Media Outreach to Black and Latino Community Notice of Intent to Sole Source: Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of PSC, Substance Abuse and Mental Health Services Administration (SAMHSA) intends to sole source to: BlackDoctor.org 116 W. Illinois St. 3rd Floor Chicago, Illinois 60610 The Substance Abuse and Mental Health Services Administration (SAMHSA) is interested in contracting with BlackDoctor.org to develop a communication strategy and evidence-based messages that are culturally competent and relevant to African-American and Hispanic/Latino minority communities. In today's communication and social media environment cultural and linguistic social media messages impact people of color when language, images, messages and medium are consistent with the worldview and culture of the audience. These developed communication models and associated messages such as blogs, drop-in articles, tweets and best practices for engagement will be maintained in a library that will be disseminated across State Mental Health authorities. State Mental Health authorities and their provider communities can use these communication strategies and messages to increase mental health literacy, accessing care and information about recovery, resiliency, peer/family support and prevention strategies that are culturally competent. BlackDoctor.org (BDO) is the world's largest and most comprehensive online health resource specifically targeted to African Americans with a monthly reach of 15.5 million. BDO's mission is to provide and be a trusted, daily resource for healthier, happier living, and daily medicine for life. BDO understands that the uniqueness of Black culture - heritage and tradition - plays a role in their health. BDO recognizes the challenges, barriers and disparities, the African American community experiences with accessing and receiving health and behavioral health care services and treatment. It provides an online resource and tools for African-Americans accessibility to innovative new approaches to the health information needed in everyday language. Their resources include health news and features on the latest health topics and tips; nearly 100 health channels; community blogs from health writers and doctors; and searchable directory of doctors, primary care physicians, and specialist. Additionally, it provides essential, but difficult to find, health resources for families, including free referrals to top Black physicians and health articles that focus on both culturally accurate content and general health topics. BlackDoctor.org launched LatinoDoctors.org in 2014 which serves as a crucial resource that provides similar services for the Hispanic/Latino community. LatinoDoctors.org, now DailyVitamina.org, is similar to BDO, having the same mission of providing culturally competent and linguistic relevant comprehensive health information to the Hispanic/Latino community. Their website, social media, and daily news stories are distributed to over 100 health channels in both English and Spanish. BDO has multiple outlets to reach its audience from an online Daily Newsletter with over 350,000 opt-in subscribers and over 12.1 million Facebook followers. In 2013, Blackdoctors.org partnered with SAMHSA during Recovery Month, producing Facebook messages reaching over 687,000 people of which 3,234 clicked through to healthcare.gov. Their four national recovery month tweets reached over 9,000 BDO followers. BDO's expertise has been recognized through various awards and recognitions to includes the 2006 Web Award for Health Care Standard of Excellence; being featured in multiple publications across the nation, including The New York Times, Washington Post, USA Today, Atlanta Constitution, Dallas News, Self Magazine and Jet Magazine and its strategic partnerships with the National Medical Association and the National Black Church Initiative The above experience and reach demonstrates that BlackDoctor.org is the only company capable of researching and creating effective web-based messages around behavioral health literacy, accessing care and information about recovery, resiliency, peer/family support and prevention strategies that are culturally competent. They have the necessary resources and relationships within the African-American and Hispanic/Latino communities to fulfill. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
