Description
Juvenile Justice System Notice of Intent to sole Source: Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of PSC, Substance Abuse and Mental Health Services Administration (SAMHSA) intends to sole source to: The Council of Southeast Pennsylvania Inc. 252 W. Swamp Rd. Suite 12 Doylestown, PA 18901-2465 The Relative Rate Index (RRI) is a measure of the rate of racial disparity between white youth and youth of color at a particular stage in the system. According to data collected through the RRI, since the late 90s to 2011, drug arrests for black juveniles have declined. Yet, as of 2011, black juveniles were still 44 percent more likely to be arrested for drug offenses than were white juveniles. Another factor to consider is the existing racial disparity in the criminal justice system. Such disparity exists when the proportion of a racial or ethnic group within the control of the system is greater than the proportion of such groups in the general population. The causes of such disparity are varied and can include differing levels of criminal activity, law enforcement emphasis on particular communities, legislative policies, and/or decision making by criminal justice practitioners who exercise broad discretion in the justice process at one or more stages in the system (The Sentencing Project, 2000). Therefor SAMHSA seeks to provide training to the peers of the youth that have been involved or may be at risk of being involved in the juvenile justice system. SAMHSA seeks to provide training to educate the peer supports on the approaches that can diminish the all to frequent opioid overdose incidence in this country. Pennsylvania Recovery Organization - Achieving Community Together (PRO-ACT) is a grassroots advocacy and recovery support initiative of The Council of Southeastern Pennsylvania. PRO-ACT works to reduce the negative attitudes of addiction to ensure the availability of adequate treatment and recovery support services and, to influence public opinion and policy regarding value people in recovery hold. PRO-ACT is uniquely qualified to execute this purchase order because of their long standing and effective mentoring program called Mentor+ Program. This program was created by the recovering community of Bucks County, PA, to serve inmates in early recovery at the Bucks County Correctional Facility (BCCF). Its purpose is to offer hope, advice, counsel and friendship to inmates who are incarcerated directly or indirectly for substance abuse-related crimes. This unique program is designed to support those involved in the criminal justice system make healthy decisions in the areas of housing, employment, transportation, parental issues, identification, health, substance abuse treatment. PRO-ACT is also skilled and experienced in creating and executing training curricula which is another primary task under this SOW. PRO-ACT has provided young adult peer coach training for the federal government in the past. They currently provide a myriad of trainings, workshops, and educational opportunities to help interested persons learn about alcohol and other drug addiction, recovery, advocacy, leadership and empowerment. For these reasons they are poised to be the best possible vendor for this work. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement.
