- Limited Source Justification Task Order HSHQC7-15-F-00011 was awarded on July 31, 2015, with a performance start date of August 1, 2015, for PSO services throughout the state of Oklahoma. The current BPA’s (HSCEC7-10-A-00002) six month ordering Period, was set to expire on July 31, 2015. This acquisition is being conducted under the authority of the Multiple Award Schedule Program in accordance with FAR 8.405-6, "Limited sources justification and approval." The proposed three-month interim task order is to acquire continued PSO services from August 1, 2015 through October 31, 2015, at an approximate value of $2,617,538.74. In accordance with FAR 8.405-6(a)(1)(i)(B), the circumstance restricting competition for this acquisition is there is only one source capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The Department of Homeland Security (DHS), Federal Protective Service (FPS) has a requirement to secure on a limited source basis in acquiring a continuous Protective Security Officers (PSO) services at various locations throughout the state of Oklahoma. The three-month performance period shall allow for a 120 day transition. This LSJ is to acquire continued PSO services from DECO, Inc.
