Description
1. NOTICE: This is not a solicitation, but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining the best acquisition strategy for this procurement. The proposed North American Industry Classification Systems (NAICS) Code is 488190, which have a corresponding Size standard of $32.5M. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: 2.1 The F-16 Systems Programs Office, Programs Management Branch intends to award a Time and Material contract to sustain F-16 Mission Planning Cartridge Interface Devices (CID), drivers, services and imbedded software to load/read data to/from the Mega Data Transfer Cartridge with Processor (MDTC/P) and Advanced Data Transfer Cartridge (ADTC) in support of USAF F-16 Block 25, 30/32, 40/42, 50/52 aircraft. This requirement is needed to implement engineering support services, improvements and enhancements to the GE Aviation fielded systems. GE Aviation fielded products are experiencing integration issues with the Software Capability Upgrades (SCU) and M-series environment. Support of GE Aviation fielded systems will be required to address future sustainment of SCU and M-series efforts for all USAF F-16 aircraft in order to maintain functionality and maintainability. All GE Aviation products hardware and firmware data are proprietary; the Government does not possess Government Purpose nor Unlimited data license rights to the data. OFP executable software may be sharable, but source code is proprietary to GE Aviation. The NAICS Code for this effort is expected to be: 488190 This action is being conducted to identify potential sources capable of meeting the requirements for the following: a. Identify experience with engineering services support, improvements and enhancements to the General Electric Aviation (GE) Systems provided Cartridge Interface Devices (CID), drivers, services, Operational Flight Programs (OFP), and imbedded software used by the F-16 to load/read data to/from the Mega Data Transfer Cartridge with Processor (MDTC/P) and the Advanced Data Transfer Cartridge (ADTC), generically referred to as the Data Transfer Cartridge (DTC). b. The potential source may be required to provide rapid response to resolve General Electric Aviation provided hardware, software, and drivers. c. Ability to deliver software, drivers, libraries, header files, and documentation in electronic format capable of integrating with existing operational flight programs identified by the Government. d. Rapid response to resolve General Electric Aviation provided products with issues that may arise with products in use by the F-16 Weapon System. e. The required period of performance will be twelve (12) months after award with no contract option periods. 3. This is a request for information seeking sources capable of meeting the requirements outlined in this Sources Sought. When responding, please include: a. Company Name and CAGE code. b. Who is your point of contact (POC)? Please provide email address and phone number. c. Experiences with same or similar items, please describe. Also describe how you would address the requirements in Section 2, letters a. through f. d. Suggested NAICS Code. e. Business Size Classification for NAICS and qualifications if any as any sub-category. (i.e. 8(a), HUBZone, SDVOSB, etc.) f. Would you be a prime or subcontractor? g. What is your experience in working with the components of the Advanced Data Transfer Equipment (ADTE) including the Micro Cartridge Interface Device (MicroCID) for ground support, Advanced Data Transfer Unit (ADTU) installed in the cockpit of the F-16, and the Advanced Data Transfer Cartridge (ADTC) used to transport data to and from the aircraft? h. Does your company have experience in providing on-site and off-site technical support regarding ADTE? i. Is your company capable of providing rapid response to resolve issues that may arise with the ADTE? j. What experience does your company have in delivering engineering and technical support for GE manufactured and developed hardware, software and drivers? 4. The Government does not intend to award a contract on the basis of these sources sought or to otherwise pay for the information solicited. The information provided is considered market research and may be utilized by the AF in developing its acquisition strategy, Statement of Objectives, and Performance Specifications. Any proprietary information that is submitted may be used as a general concept but specific information will be safeguarded as proprietary, if so marked. Interested offerors should send a response to the sources sought inquiry and the questions listed above to the Contract Negotiator. Responses should be submitted by 8:00 am MST on 17 Aug 2015.
