Description
MARKET SURVEY - Request for Information (RFI): The Naval Surface Warfare Center (NSWC), Port Hueneme Division (PHD) is seeking information from interested parties for MK 683 Cable Kit External Cables, and MRCTS Wiring Harness. This RFI is focused on identifying capabilities in the market place and obtaining related technical information for the manufacturing of the MK 683 Cable Kit and MRCTS Wiring Harness. The envisioned work anticipated to be performed by a contractor as a result of a potential future solicitation is identified in this Sources Sought and a sample set of technical drawings. Only a select number of drawings are posted to serve as a sample to provide preliminary design information to identify potential vendors who are capable in fulfilling the order. Drawings have been classified as restricted; therefore, vendors must have a valid DD form 2345 to view drawings. MK 683 Cable Kit, External Cable Set Part number:4000-4004-068, a MK (MARK) 683 CABLE KIT, EXTERNAL CABLE SET consisting of various sized cables that interconnect the computer and load the assembly that make up the MK-683, as well as attaching to the vertical launch weapon system. The MK 683 Cable Kit is part of a test unit that passes signals on to the vertical launch weapons system to simulate different missile types, it passes signals so that the MK-683 can put a resistive load on the weapon system, these cables also allow MK-683 to run a self-test internal diagnostic. MRCTS Wiring Harness Vertical Launching System (VLS) is a missile weapon system throughout the Navy fleet. Missile Round Cable Test Set (MRCTS) is a diagnostic testing system that is use to test, diagnose and certify that VLS and its subsystems are perfectly functional and safe for operational deployment. Part #s 6387772 is the electrical wire harness coupled. The wiring harness have 445 inter-connection points that form a close path circuitry with the modular Circuit Card Assemblies (CCAs), indicator lamps, operator interactive display and the MRCTS backplane. All the connections must be inspected for proper implementation and correct circuitry formation. Correct implementation ensue tolerance to high vibration, minimal resistance, and easily handles both high data rates and large current charging with high DC or AC voltages. These products are subassemblies required for the assembly of the MRCTS system which perform the function outlined in section 1 above. During testing, the MRCTS commands the launch sequencer to activate certain signals for which the MRCTS then monitors and interpret for correct or faulty operation. The wire harness) forms part of the close loop for the propagation of electrical signals (inclusive of data) from the launch sequencer via the cable assemblies to MRCTS modular CCAs for processing and interpretation. Hence, to ensure a consistent integration operational experience in the field the MRCTS Wiring Harnesses is required. The wiring harness must interconnects 445 contact positions with minimal electrical signal loss; accomplishing this by soldering termination points per MIL-S-45743 and/or MIL-S-46844. Further, the close loop circuitry form between the MRCTS, ambilical cables, launch sequencer and the canister will pass electrical signals with minimal loss as said signals propagate through the various subsystems. Since the non-contacting part of the electrical conductors will necessarily cross each and makes contact with the conducting metal frame assembly; absolutely no damage insulators can be tolerated. The insulation, per MIL-W-22759/32, must also eliminate or minimize appreciable interference between the signals travelling through the individual conductors within a circuit path of said conductor. The wiring harness and cable assemblies have proven to satisfy the demanding signal-to-noise ratio (RMS signal-to-RXS noise) of 26 dB or better which is well within the performance standards of envelope delay distortions, harmonic distortion, phase jitter, and frequency translations specified within MIL-STD-188C. These products are the standard in all MRCTS systems used in the field. The MRCTS wiring Harness is not a standalone product and is thus a subsystem assembly in the assembling of the MRCTS system. The MRCTS is use to test and diagnose the ambilical cables that connects VLS launch sequencer to the canister. Thus the MRCTS plays a critical role in certifying the ambilical cables for use in deployment of Navy ships. Per Navy doctrine, Safety and reliability of its missile systems is an overarching objective; hence, this product will not be allowed to degrade or limit the operational or environmental tolerance characteristics of the VLS weapon system with which it is intended to be used. Requested Information: The Navy requests the following information from parties interested in responding to this RFI: •a. Company Name, Address, CAGE code •b. Information describing company capabilities, resources, experience, and product lines that demonstrate an ability to perform the work described. •d. Feedback and questions regarding the feasibility or challenges for performing the work described. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding upon the Government. Responses to the RFI are required to be received no later than 12:00 PM Pacific Standard Time on August 17, 2015. Responses should be provided in formats compatible with Microsoft Office 2007 for Windows or Adobe Portable Document Format (pdf). Receipt of RFI responses will be acknowledged. RFI responses will not be returned. The mailing address for RFI responses is provided at the end of this announcement. Following the date of response submission, the Government may contact respondents to seek clarification of submitted information. The Government WILL NOT PAY for any information received in response to the RFI nor will the Government compensate respondents for any cost incurred in developing information for, participating in meetings with, or engaging in discussions with the Government. Proprietary and Limited Distribution: It is incumbent upon parties providing responses to the RFI to identify all data contained within that is proprietary or has limited distribution requirements. All information marked as proprietary information will be safeguarded to prevent disclosures to non-governmental personnel and entities. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This RFI does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Additionally, any costs incurred by interested companies in response to this announcement will NOT be reimbursed and are NOT considered allowable direct charges to other contracts or tasking.
