Description
The United States Special Operations Command (USSOCOM), Technology Application Contracting Office (TAKO) is interested in identifying potential vendors who have the necessary capabilities, experience and subject matter expertise to provide test and technical and analytical (T&A) support to rotary-wing aircraft survivability equipment (ASE) programs. Required support includes, but is not limited to, developing test plans, profiles, procedures, data collection, data reduction, data analysis, and test conduct; coordinating test activities, schedules and logistics with all stake holders (e.g. - participants, test facilities/ranges); identifying, sourcing and coordinating test instrumentation requirements; coordinating technical interchange meetings (TIMs), flight test requirement working group meetings, technical review boards, and safety review boards; determining operating modes and measurement characteristics, data set requirements, data collection and processing/analysis requirements and deliverable data content/format; identifying, scheduling, and managing required test personnel, resources and services. Experience/expertise in the following areas is also required: the installation, integration and performance of ASE systems specific to rotary-wing aircraft; infrared (IR), radio frequency (RF), acoustic and ballistic threat detection and countermeasures specific to rotary-wing aircraft. Interested sources shall clearly demonstrate past performance, experience and expertise in supporting rotorcraft ASE test activities. Potential sources are requested to submit a brief summary of their Capabilities/Facilities and how they would support the tasks listed herein to this RFI. These facilities need to be cleared up to the classified SECRET level. This Sources Sought is limited to US companies only. All interested, capable, and responsible sources that would like to respond to this sources sought are encouraged to provide a statement of interest along with supporting substantiation input to Mr. Michael J. Wastella, Contracting Officer via email at michael.j.wastella.civ@mail.mil no later than 12:00 pm EST on 25 August 2015. Once the sources sought requirement has closed the Government will contact individual responders for any further information required.
